Approved by the Building & Zoning Dept....noted that there are two dwellings on the same lot but both existed before their respective ordinances became effective. Supervisor Walter-Asked for public comment... Councilman Eisenhart- My reaction is that there has been one there that antidated our zoning ordinance. This is replacing an old one with a new one which certainly improves things. I have no feeling that this should be turned down. Councilman Olson- I visited the site a few weeks ago and talked to Mrs. Abbey. Councilman Eisenhart-We are getting a new mobile home for an old one and that will be an improvement. What year is the old one, Mrs. Abbey Mrs. Abbey- 1959 Councilman Morrell- I have no objection to it. Supervisor Walter- During the public hearing I know that we questioned the existance of the mobile home and a house on the same piece of property, our counsel feels that this is grandfathered. Town Counsel, Wilson Mathias-Yes, I do. Supervisor Walter-Is there anyone from the public who wishes to speak in regard to this mobile home? No one spoke...Public Hearing Closed 7:41 P.M. RESOLUTIONS RESOLUTION TO APPROVE MINUTES RESOLUTION NO. 242, Introduced by Dr. Charles Eisenhart, who moved for its adoption, seconded by Mr. Daniel Morrell: RESOLVED, that the Town Board Minutes of September 25th, October 2nd and 3rd of 1984 be and hereby are approved. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None ?61 RESOLUTION OF NON-DISCRIMINATION AGAINST HANDICAPPED PERSONS RESOLUTION NO. 243 , Introduced by Mrs. Betty Monahan who moved for its adoption,seconded by Mr. Daniel Morrell: WHEREAS, under the Final Regulations of Federal General Revenue Sharing the Town of Queensbury must declare publicly that the Town has a policy against discrimination of the handicapped; NOW, THEREFORE BE IT RESOLVED, that the Town Board names Donald A. Chase, as Coordinator (Section 51.55 (d) (1) of the Federal Revenue Sharing Regulations) of the Town's policy prohibiting handicapped discrimination and be it further RESOLVED, that a notice of the Town's policy and the name of the Coordinator be published in the official newspaper of the Town. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent: None Supervisor Walter-Any towns receiving over Twenty Five Thousand Dollars of Revenue Sharing Funds, must declare that, that municipality has some kind of a policy with dealing with the handicapped. This does not necessarily mean ramps or bath facilities but that if a handicapped person with specific deficiency would be considered if they had to make application in any of the departments of the town. There has been some work done on putting together a policy that will be on file for the auditors of revenue sharing funds. As long as we are working toward putting together a policy we will be in good stead with the Federal Government. RESOLUTION OF REAPPOINTMENT RESOLUTION NO. 244, Introduced by Mr. Daniel Olson, who moved for its adoption, seconded by Mrs. Betty Monahan: WHEREAS, the term of Queensbury Planning Board member Ronald Noll expired on September 30, 1984 and WHEREAS, the Queensbury Town Board desires to reappoint Mr. Noll to a seven year term on the Planning Board, NOW, THEREFORE BE IT RESOLVED, that the Queensbury Town Board hereby reappoints Mr. Ronald Noll of Bayberry Court, Queensbury to a seven year term on the Queensbury Planning Board to expire September 30, 1991. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None RESOLUTION TO TRANSFER FUNDS RESOLUTION NO. 245, Introduced by Mr. Daniel Morrell, who moved for its adoption, seconded by Mr. Daniel Olson: RESOLVED, to transfer $4,000.00 from A5132.430 to A3310.440 for Traffic Control. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None --> Z62 Supervisor Walter-This Four Thousand Dollars is for the speed limit signs that we have to post throughout the Town, on the south side of the Northway and the entire Town and it devastated the sign budget for the year. We have now received orders for additional speed limit signs east of the Northway and around the Bay Road area, that will require more funds. That is the reason we have to transfer funds. I talked with the Deputy Highway Supt. Mr. Missita and he said the Four Thousand Dollars will do the job. RESOLUTION TO AUTHORIZE PERMIT FOR MOBILE HOME RESOLUTION NO. 246, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Morrell: WHEREAS, Ann Abbey has made application in accordance with paragraph 2 (c) Section 4, of an ordinance of the Town of Queensbury entitled; ORDINANCE FOR THE REGULATION OF MOBILE HOMES AND MOBILE HOME COURTS IN THE TOWN OF QUEENSBURY, WARREN COUNTY, NEW YORK, to locate a mobile home at property situated at 5 New Pine St., and WHEREAS, this Town Board has conducted a public hearing in connection with said application and has heard all persons desiring to be heard in favor of or against said application, and WHEREAS, it is hereby determined that the facts presented in said application and at said public hearing are sufficient to authorize the issuance of the permit requested by said application, NOW, THEREFORE BE IT RESOLVED, that pursuant to the provisions of the above mentioned ordinance, permission is hereby given to Ann Abbey to locate a mobile home at property situated at 5 New Pine St., and that the Building Inspector is hereby directed to issue such permit in accordance with the terms and conditions of said ordinance. October 8th - 10th RESOLUTION TO ATTEND SEMINAR RESOLUTION NO. 248, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Olson: RESOLVED, that permission is hereby granted to Judge William A. Bacas to attend a magistrates seminar at Nevelle, New York on October 8th through the 10th 1984 and be it further RESOLVED, that the Town Board authorizes payment of all reasonable and necessary expenses. Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None REPORTS -Town Clerk's monthly report-September, 1984 -Building & Zoning monthly report-September, 1984 Supervisor Walter-Announced that the Queensbury Planning Board Meetings are now scheduled for the third tuesday of the month...this is in hopes of streamlining the permit processes... OPEN FORUM -Mr. Tony Ricciardelli-Developer of the Old Orchard Subdivision, requested that the Town Board accept a new road into the Town Highway System, noted that the road will be paved by the end of the week and that he was willing to produce a certified check to cover the construction of the road...noted that he had some people who wished to start building and wished to do so this fall... DISCUSSION HELD- It was the decision of the Town Board not to change its policy. They wish to have the road package (ltr. of approval from the Highway Supt., Ltr. of approval from the Water Dept., all deeds etc. in the office of the Town Counsel) before them at least a week before the Board would meet to approve or disapprove the acceptance of a new road. Supervisor Walter-Presented the Town Board with pictures taken of the Town Vault area...record storage area... Town Clerk, Donald Chase- This summer, Mr. Brian Green of Glens Falls was hired through the Warren Co. Employment Training Act to go through the vault and storage room and clean out and catalog the room... Mr. Green was an outstanding employee and did a fantasic job of coordinating our old records. Mr. Green was temporary summer help and is now attending RPI. DISCUSSION HELD: It was the decision of the Town Board to have the Supervisor send a letter to Mr. Green thanking him for his efforts in straightening out our records room... RESOLUTION TO APPROVE AUDIT OF BILLS RESOLUTION NO. 249, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Morrell: RESOLVED, that Audit of Bills as appears on Abstract No. 84-10A and numbered 1743 through 1915 and totaling $221,209.30 be and hereby is approved. 264 Duly adopted by the following vote: Ayes: Mr. Olson, Dr. Eisenhart, Mr. Morrell, Mrs. Monahan, Mrs. Walter Noes: None Absent:None RESOLUTION CALLING FOR EXECUTIVE SESSION RESOLUTION NO. 250, Introduced by Dr. Charles Eisenhart who moved for its adoption, seconded by Mr. Daniel Olson: i RESOLVED, that the Town Board hereby moves into executive session to discuss personnel.
