INTRODUCTION
The purpose of this report is to describe and evaluate a proposed extension of the Central
Queensbury Quaker Road Sewer District. The area to be added to the district includes
two parcels on the east side of NYS Route 9, just south of the intersection with Weeks
Road. These parcels, 71-2-14.2 (1.72 acres) and 71-2-2 (7.03 acres) contain a Ponderosa
Restaurant and proposed Sleep Inn Motel respectively. A minor subdivision application
is in process with the Town of Queensbury, which proposes to split 71-2-2 into two
parcels, both of which are proposed for inclusion in the district extension.
PROJECT DESCRIPTION
Site Plan Review and Minor Subdivision Applications have been submitted to the Town
of Queensbury for work associated with the 80 unit Sleep Inn project. In order for this
project to be feasible, municipal wastewater service is required. The existing Ponderosa
Restaurant is currently serviced by on -site subsurface sewage system (septic system)
located behind the restaurant on the east side of parcel 71-2-14.2. As the two properties
are under common ownership, it is desired to incorporate both into the sewer district at
the same time. The actual connection of the Ponderosa Restaurant to the sewer system
will be completed at a future date.
The existing Queensbury sewer is located on the opposite side of NYS Route 9 from
proposed district extension. It is proposed to install a 8" gravity sewer crossing to an
existing manhole located directly across Route 9. A new manhole will be installed on the
east side of route 9 at the terminus of the 8" gravity sewer which crosses the highway.
The 8" gravity sewer and new manhole will be constructed in accordance with
Queensbury standards for dedication to the Town upon completion. An additional 8"
gravity sewer and new manhole will be constructed along the south boundary of parcel
71-2-2, which will allow for easy future connection to the municipal system by the
Ponderosa Restaurant as well as the proposed new parcel behind the restaurant and the
Sleep Inn. This section of new sewer will be constructed to Queensbury municipal
sewerage standards, although dedication to the Town will not be requested at this time.
An access easement to the Town of Queensbury will be provided around the new
manhole near Route 9. An access easement will also be described around the new sewer
and manhole to be constructed between the Ponderosa and the Sleep Inn.
WASTEWATER CHARACTERISTICS AND FLOW RATES
The 80 unit Sleep Inn will not contain a restaurant or commercial kitchen, and therefore,
essentially all wastewater flow will be sanitary wastewater generated from motel rooms.
The projected daily wastewater flow at maximum occupancy from the facility is
approximately 4,200 GPD. Assuming a 60% occupancy rate, this correlates to an average
daily flow of 2,500 GPD. Currently, the average daily wastewater flow for the Ponderosa
Restaurant is approximately 1,500 GPD.
There is a 2,000 gallon grease trap located on the kitchen wastewater line for the
Ponderosa restaurant which is proposed to be re -used. The two septic tanks and numerous
drywells will be abandoned and all wastewater routed to the new manhole to be installed
along the boundary line between the Ponderosa and the Sleep Inn parcel.
PROJECT COSTS
Construction costs associated with the installation of the Route 9 highway crossing,
installation of manholes and installation of new sewers will be bome by the
developer/owner of the Sleep Inn and Ponderosa Restaurant. Projected construction costs
are as follows:

Projected revenue to be generated by the district through user fees and benefit taxes as
well as initial "buy in" costs for the Glens Falls wastewater treatment plant capacity are
