Site (Former Prudential Office Building) Jarrett-Martin Engineers, PLLC#01-52 Dear Pastor Lankford, It was a pleasure to meet you the other day, and we thank you for contacting us for assistance. Based on our discussions, we understand that you wish to determine whether the Bay Rd. building septic system is capable of handling the practical maximum occupancy for your space, ie: 300 persons. We have reviewed NYS Department of Environmental Conservation Wastewater standards for.wastewater generation rates, and have checked with the Queensbury Building Department regarding what their records show for actual system construction. We have calculated that your church will generate approximately 300 persons x 2.4 gal/day/person = 720 gallons per day (gpd) on Sundays when Church services are held (maximum occupancy is. generally 1-3 persons on other days, with occasional special small group functions mid week). The 2.4 gpd figure is based on a base generation rate of 3 gallons per day reduced .by 20% for "water saver" fixtures as defined in the NYSDEC standards, which were published in 1988. The existing wastewater system serving the building is a conventional system comprised of a septic tank followed by a leach field. The building plans called for a 1500-gallon tank along with 300 lineal feet of leach field... The Queensbury records do not show a ' tank size, but do show that only 240 lineal feet of leach field were installed. This equates to an actual capacity of 240 lineal feet x 2 square feet per lineal foot x 1.2 gpd/square foot = 576 gpd. This means that the maximum theoretical occupancy for the church is 576 gpd/2.4 gpd per person=240 persons. However, two factors are worth consideration: 1) municipal sewers may at some point in the future be extended northward along Bay Rd. to serve this area, 12 East Washington St. • Glens Falls, NY 12801 518-792-2907 / 518-798-1864 Fax *Printed on Recycled Paper Robbie Lankford, Pastor, New Hope Community Church July 16, 2001 Re: Wastewater Disposal—Former Prudential Office Building 2) based on our discussion, church occupancy is very low on 6 days and only on one day per week would the maximum occupancy be reached The septic system should function adequately with infrequent use at the maximum occupancy of 300 persons. The leach field has a calculated storage volume of more than one days wastewater flow, therefore, we would expect that on days of maximum occupancy, the system will leach at least 576 gallons and store the remainder in the trench until the following day. Since occupancy is very low on 6 days of the week, we would expect the system to function adequately in this mode. Based on this argument, we feel this septic system could be considered for approval to temporarily handle up to 300 persons one day per week, until municipal sewers are available or until some designated time in the future when the situation would be reviewed again. • We suggest that you present this premise to the Town of Queensbury for their review and offer to the Town that you would have the septic tank checked at least once per year and that.the entire leaching system area would be inspected semi-annually. If the system does not function adequately, you could replace the existing water fixtures with lower (post 1991) water use fixtures to further reduce water use.
