1985 Town Budget and FRS Funds
Notice Shown Hearing Opened 7:35 P.M.
SUPERVISOR WALTER- The Purpose of the meeting tonight is a public hearing
on Federal Revenue Sharing and the 1985 Budget. This year we are anticipating
$150,640.00 in FRS Funds. We will not get our final figures from the Federal
Government until December of this year. The Preliminary Budget shows
the FRS funds going to the following: $18,000 Building Equipment - $10,000.00
Senior Citizens - $95,00.00 Highway Repairs - $30,140.00 Drainage The
Budget will not be final until it is adopted, that will be on the 13th of
November. The purpose of this hearing is to hear from the public. What they
would like to see the town using the FRS funds for. Requested input from
the Public on the 1985 Town Budget and the FRS Funds.
MR. JOSEPH KING-Glens Falls Chapman Museum, the Glens Falls Queensbury
Historical Association-(literature presented to the Board-on file) Listed the
` accomplishment of the Museum and it's history and future
endeavors...Requesting a one time only request for $10,000.00
COUNCILMAN MORRELL- Asked if any other communities were approached
for funding?
MR. JOSEPH KING-The City of Glens Falls and a one time request for $10,000
from Warren County. This being used for the new addition to the museum...
The funds requested from the Town would be used for 1985 operational costs.
MR. ROSOFF-Literacy Volunteers-Reviewed the history of his organization
noting that in the past they were funded through private donation and now
they are receiving funding from the Tri County United Way. We are now
requesting funds from the Town of Queensbury, City of Glens Falls, Warren
and Washington Counties for help in funding our volunteer organization.
Twenty Four Percent of our Students come from the Town of Queensbury,
Fifteen Percent of our Volunteer Tutors come from the Town of
Queensbury.---Did not ask for a specific amount, but a contribution from
the Town.
COUNCILMAN MORRELL- How many people do you help in an average year?
MR. ROSOFF-As of September 1st, we had forty five students...also have
a program for people who need English as a second language...
MR. STEVEN BLAND-Adirondack Regional Chamber of Commerce Convention
and Visitors Bureau-(Handout given to Town Board-on file) Reviewed for
the Town Board the 1984 Convention Groups, Number of Delegates in
1984-37,000, Delegate spending for 1984 $6,475.00...estimate for delegate
spending for 1985 $4,132,275.00...Requesting $5,000.00 from the Town of
Queensbury to support the organization...
MS. ESPOSITO-Hyde Collection-Spoke the history of the Hyde and the benefits
of having a museum of this quality in the region...many programs are offered
to the public such as programs for the youth in the area...Noted that the
Hyde is known Nationally and Internationally...Requesting $5,000.00 from
the Town of Queensbury...
MR. GINSBURG-Crandall Library-Noted that the Libi-ary lost $14,500.00
from SALS which is a severe blow to Crandall Library...We have asked for
an increase in the amount of $4185.00 from the Town of Queensbury. This
would amount to $3.44 per year per person in the Town of Queensbury.

MR. GINSBURG-Thanked the Town Board.
MR. A. NICHOLAS BUTTING- Lake George Opera Festival-(presented the
Town Board with the 1984 Annual Report of the Opera Festival, on file) Spoke
to the Town Board on the financial impact that the Lake George Opera has
on the community. Thanked the Town Board for their support in the past
and requested further support in the amount of $4,000.00.
MS. PAT JOYCE-LARAC-Spoke on the various programs put on by LARAC.
Requested funding from the Town of Queensbury in the amount of $750.00.
There are presently Five Hundred Members in LARAC. One quarter of these
are residents of Queensbury. LARAC has been an art service organization
for the last 13 years. As an art service organization we encompass all facits
of the arts, performing, visual, literary, professional or para-professional.
MR. TIM TOWERS-Liberty House-Day Training Pre-Vocational Club House
in Glens Falls-First request for funding from the Town of Queensbury... -1
(Member of Liberty House Spoke to the Town Board- Requesting $300.00
from the Town of Queensbury..Spoke on the funding that is received from
other local communities...The funding would be used for equipment and
supplies...Reviewed the programs that are run by Liberty House...) 2% of
the individuals using the program are from Queensbury.
SUPERVISOR WALTER-Pat Joyce, does LARAC receive monies from the
Tri Co. United Way?
MS. PAT JOYCE-No.
MS. CLAIRE ARSENAULT-Big Brothers Big Sisters Program -Served Warren
and Washington Counties for 11 years. Match youths 5 to 15 with volunteer
Big Brother or Big Sisters, who volunteer to spend 3 hours a week with a child
for at least a year... Noted that there are thirteen children on the waiting
list from the Town of Queensbury...Annual Cost per child $216.00...Introduced
Bill Montgomery...
MR. BILL MONTGOMERY-Requested that the Town of Queensbury contribute
to the Big Brother/Big Sister Program, $1,500.00. Noted that the program
received funding from the City of Glens Falls since 1973, the Tri County
United Way, the Cambridge United Way and Private Donations.,.
COUNCILMAN EISENHART- In the Cities contribution, does that include
the heat, lights etc?
MR. BILL MONTGOMERY-No, in addition to the $2,000.00 they also supply
office space and heat and lights...

Mr. ARTHUR TURNBULL-Thanked the Town Board for the budgeted monies
for the Senior Citizens.
RESOLUTION TO AUTHORIZE NI-MO TO RELAMP THE LIGHTING DISTRICTS
IN TOWN WITH APPROPRIATE HIGH PRESSURE SODIUM LAMPS
RESOLUTION NO. 261, Introduced by Mr. Daniel Morrell who moved for
its adoption, seconded by Mr. Daniel Olson:

WHEREAS, the Town Board of Queensbury has reviewed the street lighting
currently existing in the Town, and
WHEREAS, the Town Board wishes to provide for its constituency, lighting _
that is in the best safety interests of the constituents and
WHEREAS, the Board is interested in realizing future savings in the lighting
bills of the districts and

WHEREAS, removal of some existing lights together with a change to high
pressure sodium lighting may be necessary to achieve this goal,
NOW, THEREFORE BE IT
RESOLVED, that the Supervisor is hereby authorized to enter into a contract
with Niagara Mohawk to make the necessary changes over a period of one
year in the lighting districts of Queensbury.

RESOLUTION TO AUTHORIZE SUPERVISOR TO EXECUTE DEED
RESOLUTION NO. 262, Introduced by Dr. Charles Eisenhart who moved for
its adoption, seconded by Mr. Daniel Olson:

WHEREAS, Ciba-Geigy must conform to Rules and Regulations promulgated
by the Federal Environmental Protection Agency, and
WHEREAS, Ciba-Geigy leases land owned by the Town of Queensbury, and
WHEREAS, as required by 40 CFR 270.14 (b) (14) Ciba-Geigy must submit
to that Federal Agency documentation of the contents of the Town's deed,
NOW, THEREFORE BE IT
RESOLVED, that the Federal Environmental Protection Agency be notified
of the factual information contained in the deed via Ciba-Geigy in order
for Ciba-Geigy to comply with 40 CFR 270.14 (b) (14).

discuss negotiations.
