1983-03-08 109 TOWN BOARD MEETING MARCH 8 , 1983 TOWN BOARD MEMBERS MRS. FRANCES WALTER-SUPERVISOR MR. DANIEL OLSON-COUNCILMAN DR. CHARLES EISENHART-COUNCILMAN MR. DANIEL MORRELL-COUNCILMAN MRS. BETTY MONAHAN-COUNCILMAN MR. WILSON MATHIAS-TOWN COUNSEL PRESS: GLENS FALLS POST STAR t. GUESTS : LEAGUE OF WOMEN VOTERS , MR. TURNBULL TOWN OFFICIALS : MR. PAUL NAYLOR, MR. THOMAS FLAHERTY PLEDGE OF ALLEGIANCE LED BY COUNCILMAN OLSON PUBLIC HEARING NOTICE SHOWN AMENDING ORDINANCE NO. 23 SECTION 2 ' 'AN ORDINANCE PROVIDING FOR A PARTIAL TAX EXEMPTION OF REAL PROPERTY OWNED BY CERTAIN PERSONS WITH LIMITED INCOME WHO ARE SIXTY FIVE YEARS OF AGE OR OVER, PURSUANT TO SECTION 467 OF THE REAL PROPERTY TAX LAW OF THE STATE OF NEW YORK" " INCOME OF OWNERS MUST NOT EXCEED EIGHT THOUSAND TWO HUNDRED DOLLARS 11 THIS WAS RAISED FROM THE PREVIOUS FIGURE OF SEVEN THOUSAND TWO HUNDRED DOLLARS AS STATED IN THE CURRENT ORDINANCE. . . SUPERVISOR WALTER-OPENED THE PUBLIC HEARING 7 :45 P. M. MR. ARTHUR TURNBULL-NOTED THE INCOME LIMITS IN SEVERAL COMMUNITIES NOTINGi THAT THEY ARE ALL DIFFERENT EVEN THOUGH THEY ARE ALL IN WARREN COUNTY-WHY ARE THEY SO DIFFERENT? COUNCILMAN MONAHAN- ONE OF THE BASIC THINGS IS THE FACT THAT ALL THE TOWNS IN THE COUNTY ARE NOT ON THE SAME PERCENTAGE OF ASSESSED EVALUATION AND --- THERE IS THE PROBLEM, THERE IS NO SAMENESS. WE MIGHT BE ASSESSED AT SIXTY PERCENT OF TRUE VALUEJ SOMEBODY ELSE AT FORTYjSOMEBODY ELSE AT NINETY-THAT IS WHAT HAS TO BE CORRECTED FIRST BEFORE YOU TRY TO CORRECT THE SAME TYPE OF EXEMPTION FOR EVERYBODY. MR. ARTHUR TURNBULL- THIS IS SOMETHING THAT SHOULD BE TAKEN UP AT THE COUNTY LEVEL. SUPERVISOR WALTER- MOST OF THE TOWNS IN THE COUNTY ARE AT SEVENTY TWO HUNDRED DOLLARS-THE IDEA SURFACED AT THE REAL PROPERTY TAX COMMITTEE AT THE 'CbUNTY LEVEL , OF WHICH I AM A MEMBER, THAT IT SHOULD BE A LITTLE BIT MORE CONSTANT WHICH IS EXACTLY WHAT YOU HAVE BROUGHT UP. THE COUNTY ON MARCH THE 18TH.OWILL HAVE A PUBLIC HEARING TO GO TO EIGHTY TWO HUNDRED AND IT WAS SUGGESTED THAT THE OTHER TOWNS IN THE COUNTY ALSO BRING THEIR LEVEL UP TO EIGHTY TWO HUNDRED DOLLARS . MR. ARTHUR TURNBULL- IT IS VERY CONFUSING WHEN YOU HAVE TWO DIFFERENT SCALES. . . COUNCILMAN MONAHAN- YOU ARE SAYING THAT YOU WOULD LIKE THE SCHOOL AND THE TOWN THE SAME. _, - MR. ARTHUR TURNBULL- YES SUPERVISOR WALTER- WHAT WOULD THE PHYSICAL IMPACT ON THE TOWN BE? MR. ARTHUR IJRNBULL- I CANNOT DETERMINE THAT. . . ALL I AM SAYING IS TO REMOVE THE CONFUSION , EVEN IF YOU MAINTAIN IT , IF THE TOWN IS ELEVATED TO EIGHTY TWO ACROSS THE BOARD ALL WELL AND GOOD. i COUNCILMAN MONAHAN- NOTED THAT QUEENSBURY CONTAINS THREE DIFFERENT SCHOOL DISTRICTS COUNCILMAN MORRELL-WE ARE TALKING ABOUT FORTY PARCELS THAT WOULD FALL INTO THE CATEGORY OF EIGHTY TWO HUNDRED. . . COUNCILMAN MONAHAN-ARE YOU TALKING ABOUT ALL OF THEM UNDER EIGHTY TWO OR THE FACT IT HAS BEEN RAISED A THOUSAND DOLLARS WOULD BRING FORTY i 114 MORE PARCELS IN? COUNCILMAN MORRELL- NO , THESE ARE WHAT HE HAS NOW THEREjMIGHT BE SOME MOREIYOU DO NOT KNOW UNTIL THEY COME FORWARD. %TriE AVERAGE ASSESSMENT FOR THESE PARCELS IS TWENTY THOUSAND DOLLARS-THIS WOULD EQUAL ABOUT ONE HUNDRED DOLLARS LESS IN TAXES THAT THEY WOULD BE PAYING. YOU ARE TALKING ABOUT A TOTAL FIGURE OF ABOUT FOUR THOUSAND, WHICH TAKING THE ANTICIPATED GROWTH OF THE TOWN) WOULD OFF-SET THAT . SUPERVISOR WALTER- ASKED FOR FURTHER INPUT HEARING NONE THE PUBLIC HEARING WAS CLOSED 7 : 58 P. M. RESOLUTIONS i RESOLUTION TO APPROVE MINUTES RESOLUTION NO . 51 , INTRODUCED BY DR.
