Exception 1: Concealed spaces formed by studs or joists with less than 6 inches between the inside or near edges of the studs or joists. Exception 2: concealed spaces formed by bar joists with less than 6 inches between the roof or floor deck and ceiling. • Exception 3: concealed spaces formed by ceilings attached directly to or within 6 inches of wood joist construction • Exception 4: Concealed spaces formed by ceilings attached directly to the underside of composite wood joist construction, provided the joist channels are fire stopped into volumes each not exceeding 160 cu ft using materials equivalent to the web construction. Exception 5: Concealed spaces entirely filled with non combustible insulation. The drawings we have indicate 3 viewing rooms with the following dimensions... 1. 27 x 23 =621 sgft. 2. 32x23 = 736sgft. 3. 26x23 = 598sgft. The Town of Queensbury had requested an interpretation on which conversion factor to use for calculating occupancy... 7 or 15.The interpretation we received from Ms. Fischer indicated that 7 should be used. This gives us the following figures... 1. 621 /7= 88 2. 736 /7 = 105 3. 598/7=85 It is our interpretation that this facility does require a sprinkler system per 774.4 (a) 5 (ii). It is also our interpretation that if the 15 sqft.per person conversion factor is used, this building still requires a sprinkler system per 774.4 (a) 5 (ii). Please note that the above figures do not include a corridor/vestibule which measures approximately 18 x 23. Section 774.4 references 1060.4, which references 1060.1, which references NFPA 13. NFPA 13, 1-6.1 states that sprinklers shall be installed in all areas. NFPA 13, 4-4.1.7.1.1 requires that all concealed spaces enclosed wholly or partly by combustible construction shall be protected by sprinklers. It is our interpretation that the attic space is defined by NFPA 13, 4-4.1.7.1.1 and therefore sprinkler protection is also required in this space. Do the floor areas of 7 square feet and 15 square feet per person include allowances for aisles? 2. Under what circumstances may floor area of 7 square feet per person and 15 square feet per person be used in calculating the maximum number of occupants permitted in a drinking establishment? 1 3. How many square feet per person should be used for a bar stool and for a non-fixed bench? 4. Can designated waiting or standee space, at a floor area of 3 square feet per person, be used for general occupancy areas in a drinking establishment? INTERPRETATION: 1. Yes. The floor areas of 7 square feet and 15 square feet per person include space for required aisles. The net area of the assembly space, including furniture and aisles, is divided by the appropriate number. 2. Although table VII-765 does not list drinking establishments among those spaces for concentrated use, nightclubs and dance halls are listed. Concentrated use requires the application of 7 square feet per person and includes open floor space with people standing comfortably, or where seating is closely spaced, including small cocktail tables and chairs. Less concentrated use requires the application of 15 square feet per person and includes larger tables and associated chairs. A drinking establishment may include areas of various concentrated uses. 3. A floor area of 7 square feet per person can be used for a bar stool and a non-fixed bench when there is no table or other associated furniture. When calculating the floor area per person, the physical space of the fixed bar would be deducted from the net floor area. 4. No. Designated waiting or standee space at a floor area of 3 square feet per person can only be used for persons awaiting admission to the primary assembly space. A physical separation is required and may be achieved by the arrangement of furniture, planters or other moveable objects or a separate room or area constructed for that purpose.
