Debriefing Notes for 5/16/2023PLANNING BOARD DEBRIEFING NOTES May 16, 2023 Members Present- Traver, Dixon, Deeb, Longacker, Stark, Magowan, Etu Alternate Members Present- McDevitt, Stefanzik New Business: SP 36-2023 TIMOTHY HEENAN, 400 Cleverdale Road 7:03-7:30 Ward 1. Applicant proposes a shoreline project of 3,673 sq ft. The site work includes vegetation removal in order to install a rock retaining wall, planting beds, shoreline stabilization and native planting plan. The existing 2,440 sq ft home will remain unchanged. A waiver has been requested for stormwater management. Pursuant to chapter 179-3-040, 179-8-040, 179-6-050, site plan for shoreline planting plan and hard surfacing within 50 ft of the shoreline shall be subject to Planning Board review and approval Status: Application approved with conditions 1) no mulch at shoreline alternative is soil, 2) stone to be used should be low calcium content, 3) downspouts to be directed to highly vegetative areas 4)stormwater plan as part of final plan. Approved 7-0. Follow Up: Applicant to submit final plan for Zoning Administrator signature. SPDES: N SP 24-2023 SCHERMERHORN PROPERTIES LLC, 60 Walker Lane 7:31-7:51 Ward 2. Applicant proposes to demolish an existing home, shed and pool at 60 Walker Lane and construct two 20 unit apartment buildings with associated site work. Project includes merging 3 parcels and connection to municipal sewer and water. The project properties to be combined will be associated with the adjacent apartment complex. The project is subject to a Town Board review for sewer district expansion. Pursuant to chapter 179-3-040, 179-5-100 & 179-8-050, site plan for a multi-family dwelling project in the office zone shall be subject to Planning Board review and approval. Planning Board may conduct SEQR and refer information to the Town Board. Status: Planning Board adopted a SEQRA negative declaration and recommended approval of the sewer district extension. SEQRA Negative Declaration approved and positive recommendation 7-0. Follow Up: Resolution to be forwarded to Town Board, Chris Harrington, Counsel SPDES: Y SP 34-2023 1533 QUEENSBURY LLC, 1533 State Route 9 7:52-7:58 Ward 1. Applicant proposes to refurbish the carport area and tower entry area of an existing hotel. The existing 1,152 sq ft carport roof will be replaced with a metal roof and removing the gables on either side. The tower area will be improved with a rectangle façade ad removing the gable features. The front tower façade will include a panel covering and new signage. The project also includes replacing the free standing and directional signs to reflect the re-branding of the hotel to LaQuinta. The 18,140 sq ft main hotel building and other site details will remain unchanged. Pursuant to chapter 179-3-040, site plan for façade improvements shall be subject to Planning Board review and approval. Status: Approved with condition alpine snow guards are installed on the carport roof. Approved 7-0. Follow Up: Applicant to provided final plans with update to the carport roof. SPDES: N SP 35-2023 ROCKHURST LLC/CHRIS ABELE, 10 Polk Drive 7:59-8:22 Ward 1. Applicant proposes a new single family home with a footprint of 5,649 sq ft and a floor area of 10,567 sq ft. The project work includes site grading, permeable pavers, shoreline access areas, stormwater management, new onsite septic system, and landscaping. Pursuant to chapter 179-3-040, 179-6-064 & 147, new floor area in a CEA and hard surfacing within 50 ft of the shoreline shall be subject to Planning Board review and approval. Status: Application approved with conditions 1) a maintenance plan for permeable driveway to be included on site plan 2) replaced removed trees so there is no net loss. Approved 7-0. Follow Up: Applicant to submit plans for engineering review and then for Zoning Administrator signature. SPDES: N SP 39-2023 CHRISTOPHER KELLEY, 1019 State Route 149 8:23-8:37 Ward 1. Applicant proposes to reuse an existing 2,160 sq ft building and site to operate a retail golf cart sales and service business. Pursuant to chapter 179-3-040 & 179-9-020, site plan for new use in a NC zone and no site plan in the last 7 years shall be subject to Planning Board review and approval. Status: Application approved with conditions 1) any modifications to the site will require a complete and formal site plan, 2) any modifications to lighting must be code compliant, 3) applicant to provide septic inspection as part of final plans. Approved 7-0. Follow Up: Applicant to submit final plans for Zoning Administrator signature. SPDES: N New Business- Unapproved Development: SP 32-2023 PERKINS RECYCLING CORP, 177 River Street 8:38-8:50 Ward 2. Applicant requests approval to continue utilizing an existing site and buildings to operate a recycling center for materials that include, but are not limited to, cardboard, paper, plastic and shredded paper. Operations of the recycling center started in late May 2019. The main 25,200 sq ft building is used for the recycling mill floor, two storage sheds that are 704 sq ft each, stone office and scale building of 807 sq ft. There are two existing out buildings: an 890 sq ft office trailer and a 700 sq ft brick building that is maintained by adjacent owners. The site also contains a 30 yard waste trailer that is taken offsite as needed to remove the recycling waste products. The site maintains several tractor trailers that are used for obtaining materials needed for business operation. Pursuant to chapter 179-3-040, a new recycling center in a heavy industrial zone shall be subject to Planning Board review and approval. Status: Application approved with condition add additional screening plantings along River Street. Approved 7-0. Follow Up: Applicant to submit final plans for Zoning Administrator signature. SPDES: N Tabled Item- Unapproved Development: SP 1-2023 STEVIN OBRIEN & MACKENZIE BAERTSCHI, 454 Lockhart Mtn Rd 8:51-9:17 Ward 1. (Revised) The applicant is requesting after the fact approval for clearing limits of disturbance for construction of a single family home and site work. The major stormwater permit as built conditions indicates disturbance of 1.5 acres. The site work exceeds 15,000 sq ft triggering a major stormwater and site plan review. The applicant has constructed a single family home on a lot of the Helen Mitchell Subdivision which meets setback and permeability requirements. Pursuant to chapter 179-4-040, 147, site plan review for major stormwater permit shall be subject to Planning Board review and approval. Status: Application tabled to the July 18th planning board meeting. Tabled 7-0. Follow Up: Applicant to provide revised information by June 15th.
