THE PURPOSE OF THE PUBLIC HEARING IS TO TAKE SUGGESTIONS AT THIS TIME
FROM THE PUBLIC AS TO THE POSSIBLE USE OF FRS FUNDS. THE TOWN IN THE
PAST HAS USED FRS FUNDS FOR DRAINAGE , FOR HIGHWAY PAVING AND CAPITAL
PURCHASES ON A ONE TIME BASIS. IF THERE ARE NO SUGGESTIONS FROM THE
PUBLIC OTHER THAN THAT , THAT WOULD BE AREAS WE WOULD USE THE MONEY ,
SECONDLY IF THERE IS ANY MONEY, BECAUSE THE FRS FUNDS EACH YEAR MUST BE
APPROVED BY CONGRESS , AND EACH YEAR WE GO DOWN TO THE WIRE , WE CHECKED
THIS YEAR TO SEE IF WE WOULD GET THE FUNDS OR NOT-AT THAT TIME IT WAS
UP IN THE AIR THERE WAS NO DECISION BY CONGRESS, THEY HAVE UNTIL OCTOBER
THE 1ST TO DO SO. IT WOULD BE A BLOW TO ANY LOCALITY TO LOSE THOSE FUNDS
BECAUSE THEY ARE ONE OF THE FEW FUNDS THAT WE GET WHERE THERE ARE NO
STRINGS ATTACHED. THEY ARE FOR THE USE OF THE LOCAL COMMUNITY , THAT IS
YOUR TAX DOLLARS COMING BACK INTO YOUR TOWN .

OUR PAST SO IT CAN BE A SERVICE TO THE PRESENT AND THE FUTURE.
MR. ROBERT EDDY-PRESIDENT OF THE HISTORICAL ASSOCIATION ALSO PRESENT-
THE CHAIRMAN OF THE BOARD OF TRUSTEES. . . I WISH TO PUT THIS MORE STRONGLY
IN THAT MR. BARTHOLOMEW FEELS THAT THE CITY IS PLAYING PATSY TO MANY
ORGANIZATIONS WHERE PEOPLE LIVE OUTSIDE THE CITY IN VARIOUS COMMUNITIES
HE HAS PUT THE PRESSURE TO US TO GET THE FAIR SHARE FROM THESE TOWNS ,
THEY PROVIDE US WITH FREE TAXES ON OUR PROPERTY , THEY PROVIDE US WITH
A LOT OF OTHER SERVICES. . . I FEEL VERY STRONGLY , AS YOU KNOW MY FAMILY

IN SALES TAX INCOME FROM THE PEOPLE IN QUEENSBURY WHO BUY IN GLENS FALLS
BACK TO THE ITIJWN?
SUPERVISOR WALTER- I APPRECIATE WHAT YOU ARE SAYING MR. EDDY) I WOULD LIKE TO
PICK UP ON ONE OF THE POINTS THAT YOU MADE IN REFERENCE TO THE CITY .
NOT JUST THE CITY OF GLENS FALLS BUT ANY CITY IS FAVORED WHEN EVBR THERE IS
ANY FEDERAL OR STATE DOLLARS TO BE ALLOCATED TO COMMUNITIES. TOWNS ARE THE
POOR STEP CHILDREN IN TIE SCHEME OF THINGS AND I FEEL VERY STRONGLY ABOUT THAT.
WHAT YOU HAVE SAID ABOUT THE MUSEUM BEING WORTHY I REALLY AGREE WITH YOU
AND I THINK THAT WE NEED TO HAVE MORE ORGANIZATIONS SUCH AS YOURS TO PRESERVE
OUR PAST , .BUT ON THE SUBJECT OF MONEY 'TI DO HAVE TO TAKE ISSUE BECAUSE
IT IS AN UP HILL STRUGGLE FOR US , BECAUSE WE ARE A GROWING TOWN TO BE ABLE

ARE AMENDING THIS ORDINANCE AS FOLLOWS :
SECTION 4. OF ORDINANCE NO. 10 RELATING TO USE OF TOWN DUMP AND LICENSING
TRUCKMEN IN THE TOWN OF QUEENSBURY IS HEREBY AMENDED AS FOLLOWS :
4 . C. ANY RUBBISH COLLECTOR WHO SHALL HAVE CAUSED SPILLAGE OF THE
CONTENTS OF A CONTAINER OR REFUSE BUNDLE , OR FROM WHERE VEHICLE GARBAGE ,
REFUSE OR WASTE SHALL HAVE FALLEN , SHALL GATHER UP SUCH SPILLAGE OR FALLEN
MATERIAL AND PLACE IT PROPERLY IN SUCH VEHICLE.
D. THE OWNER OF SUCH VEHICLE SHALL , IMMEDIATELY FOLLOWI19G THE
DISPOSITION OF THE LAST DAILY LOAD OF GARBAGE , REFUSE OR WASTE , CLEAN THE
CARGO BED THEREOF AND PLACE SAME IN A SANITARY CONDITION .

E. NO PERSON SHALL CAUSE OR ALLOW TO BE PARKED ANY VEHICLE
CONTAINING GARBAGE , REFUSE OR WASTE WITHIN 1000 FEET FROM A DWELLING USED
FOR RESIDENTIAL PURPOSES FOR MORE THAN SIX HOURS.
F. NO PERSON SHALL CLEAN THE CARGO BED OF A VEHICLE AS SET
FORTH IN SECTION 4 (D) HEREOF WITHIN 1000 FEET FROM A DWELLING USED
FOR RESIDENTIAL PURPOSES.
G. THE OWNER OF SUCH VEHICLE SHALL INFORM IN WRITING THE
PERSON IN CHARGE OF THE TOWN DUMPING AREA OF THE PRESENCE IN ANY LOAD
OF GARBAGE , REFUSE OR WASTE ANY MATERIAL OF SUCH NATURE AS TO ENYQANGER
THE SAFETY OF DUMPING AREA PERSONNEL , NEIGHBORING RESIDENCES , OR CAUSE
DAMAGE TO THE EQUIPMENT HANDLING SUCH A LOAD AFTER DUMPING.
THE TOWN HAS CONSIDERED THIS ORDINANCE-WE HAVE HAD SEVERAL ATTORNIES
LOOKING AT A WAY TO CONTROL THE PROBLEMS WE HAVE LISTED IN THE VARIOUS
SECTIONS TO ADD. TO OUR ORDINANCE NO. 10
JOSEPH DAIRE-ALL THE TRUCKERS SHOULD GET TOGETHER AND BUY A PARCEL OF
LAND THAT THEY COULD KEEP THEIR VEHICLES ON TO COMPLY WITH THE 1000 FEET
FROM A HOUSE. . .
FRED MABB- I HAVE FOUR TRUCKS ON RICHARDSON STREET) I AM NOT THATFAR AWAY
FROM THE HOUSES? HOW WILL THAT STAND UP THERE?
SUPERVISOR WALTER- IF THE TRUCKS ARE EMPTY , YOU WILL HAVE NO PROBLEMS AT ALL.
FRED MABB- YOU SAID YOU CANNOT LEAVE THEM LOADED OVER SIX HOURS WHAT ARE
YOU GOING TO DO THE REST OF THE TIME?
SUPERVISOR WALTER- WE ARE TRYING TO ENCOURAGE THE DUMPERS IN THE TOWN
TO USE THE LANDFILL THEY ARE OPEN EXTENDED HOURS SO THAT THE RESIDENTIAL
AREAS OF THE TOWN DO NOT HAVE TO BE HAMPERED BY THE SMELL OF GARBAGE BECAUSE
TRUCKS ARE PARKED FOR MORE THAN SIX HOURS.
FRED MABB- WHAT ABOUT THE CONTAINERS THAT ARE PARKED ALL OVER THE AREA?
TOWN COUNSEL- IT IS A LEGISLATIVE DECISION THAT BASED UPON THE SIZE THE
AMOUNT OF GARBAGE CONTAINED IN ONE OF THE TRUCKS IN TERMS OF THE NUISANCE
TO ANYBODY IN THE NEIGHBORING RESIDENCE. t
FRED MABB- YOU HAVE THE SAME AMOUNT IN THE CONTAINERS THAT YOU HAVE IN THEI
TRUCKS. . .
TOWN COUNSEL-AGAIN , THE CONCERN IS BASED UPON THE ODORS AND OTHER KINDS OF
PROBLEMS THAT RESIDENTS HAVE COME TO THE TOWN ABOUT ARISING FROM THE PARKING
OF LARGE GARBAGE TRUCKS. MY UNDERSTANDING IS THAT THE BIG HAULERS HAVE
A LOT MORE CAPACITY FOR GARBAGE THAN ONE OF THE DUMPSTERS OUTSIDE A RESTAURANT .
SUPERVISOR WALTER- THE WORDING THAT IS USED IN THE AMENDMENTS IS VEHICLE . . .
COUNCILMAN EISENHART- THERE IS A DIFFERENCE BECAUSE THE DUMPSTERS ARE PUT
THERE BECAUSE THE OWNER WISHES THEM TO GET RID OF HIS GARBAGE-THE TRUCKS
MOVE INTO A RESIDENTIAL AREA PARKED OVERNIGHT WITH GARBAGE NEXT TO HIS HOUSE
AND HE DID NOT PUT IT THERE. . .WHAT WE ARE TRYING TO DO IS TO SOLVE THAT.

TO CLEAN OUT THEIR TRUCKS. . .NOTED THAT CLEAN OUT IN THE WINTER IS
A PROBLEM NOTING ICING THAT MOULD BE CAUSED, . .SUGGESTED THAT OTHER
COMMUNITIES WOULD ALSO HAVE TO KAVE SUCH FACILITIES. . .
LANDFILL HOURS— REQUESTED THAT THE HOURS BE EXTENDED. . . AND REASONABLE
EXCEPTIONS. — FOR BREAKDOWNS ETC.
SUBDIVISION G IS A PROBLEM THESE PEOPLE HAVE NO IDEA WHAT IS GOING INTO
THEIR TRUCKS , IT MAY BE IN PLASTIC BAGS, CONTAINERS ETC. THIS SUBDIVISION
PUT AN ABSOLUTE RESPONSIBILITY TO INFORM THE LANDFILL OPERATOR IF THERE
ARE HAZARDOUS WASTESjIN MANY CASES THEY DO NOT KNOW. . .WE WOULD BE HAPPY
TO MEET WITH THE BOARD AND WORK OUT A WORKABLE ARRANGEMENT THAT ALLOWS
YOU TO DISCHARGE YOUR RESPONSIBILITY BUT ALSO ALLOWS THESE BUSINESSES
ii TO CONTINUE TO OPERATE IN A REASONABLE MANNER.
UNKNOWN- IT SEEMS TO ME THAT THEY ARE NOT ARGUING AGAINST THE ORDINANCE
BUT FOR IT. . . HE SHOULD KNOW WHAT IS GOING INTO HIS TRUCK. . . MAYBE THE
TOWN SHOULD ESTABLISH A PLACE AT THE TOWN LANDFILL FOR PEOPLE TO PARK

WHEREAS, MR .HAROLD LAROSE HAS BEEN EMPLOYED BY THE TOWN OF QUEENSBURY
I AS THE QUEENSBURY ASSESSOR, AND
fWHEREAS, BY STATUTE MR. LAROSE MUST BE REAPPOINTED TO THE POSITION
OF QUEENSBURY ASSESSOR,
NOW , THEREFORE BE IT
RESOLVED , THAT THE ;TbWN BOARD OF THE TOWN OF QUEENSBURY HEREBY
APPOINTS MR. HAOLD LAROSE AS THE QUEENSBURY ASSESSOR , TERM TO EXPIRE
