WHEREAS, the Town's Agreements with its two (2) Emergency/Rescue Squads, the West
Glens Falls Emergency Squad, Inc. and the Bay Ridge Rescue Squad, Inc., DBA: Queensbury
Emergency Medical Service (formerly the Bay Ridge Rescue Squad, Inc. and North Queensbury
Rescue Squad, Inc.)will expire as of December 31, 2023, and
WHEREAS, the Town and Bay Ridge Rescue Squad, Inc., DBA: Queensbury Emergency
Medical Service have negotiated terms for a new one (1) year Agreement for general emergency
ambulance services for 2024 and accordingly, in accordance with Town Law §184 and General
Municipal Law §209(b), on Monday, December 4t' and December 18t', 2023 the Town Board duly
conducted a public hearing and heard all interested persons concerning the proposed Agreement,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves the Year 2024 Emergency
Ambulance Services Agreement between the Town of Queensbury and Bay Ridge Rescue Squad,
Inc., DBA: Queensbury Emergency Medical Service, and

Volunteer Fire Co.,Inc., South Queensbury Volunteer Fire Co.,Inc., and West Glens Falls Volunteer
Fire Co., Inc., in accordance with agreements between each Volunteer Fire Company and the Town,
and
WHEREAS,by Resolution No.:267,2020,the Queensbury Town Board,on behalf of the Fire
Protection District, authorized a five (5) year fire protection services Agreement with the South
Queensbury Volunteer Fire Co.,Inc.,(Fire Company)for 2021 -2025 dated January 1,2016(Primary
Agreement), and
WHEREAS, the Town and the Fire Company have negotiated terms for a 2024 Amendment
Agreement for fire protection services to, among other things, amend the term of the Primary
Agreement from a five(5)year period to a four(4)year period(or from 2021 —2024) and amend the
amount paid by the Town to the Fire Company for the year 2024 as set forth in the proposed Amended
Agreement presented at this meeting, and
WHEREAS, in accordance with Town Law §184 and General Municipal Law §209(b), the
Town Board conducted a public hearing on Monday, December 4 h and December 18'', 2023 and
heard all interested persons concerning the proposed Amended Agreement,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board, on behalf of the Fire Protection District,
hereby approves the 2024 Amended Agreement for fire protection services between the Town of

accumulated three (3) days of vacation time that she may not be able to use before year's end and
therefore has requested Town Board approval to carry over up to three (3) days of vacation time
beyond December 31 st, 2023, and
WHEREAS, the Town Assessor has recommended approval and therefore the Town Board
wishes to approve such request with the understanding that such approval shall not be considered as
a precedent for approval of any future requests,

participate with the LGA in a Road Salt Reduction Grant Program as part of its winter maintenance

WHEREAS, a local "match"to the Grant award is required, such match to come in the form

perform electrical inspections within the Town, and
WHEREAS, the Town's Director of Building and Codes Enforcement (Director) recently
received information from Bruce Campbell DBA Smart Wire Inspection Group (Smart Wire)which
has requested that it be added to the Town's list of approved electrical inspection service firms, and
upon reviewing the information and credentials,the Director has recommended that the Town Board
authorize Smart Wire to make electrical inspections within the Town,
NOW, THEREFORE, BE IT
RESOLVED, that the Queensbury Town Board hereby approves and authorizes Bruce
Campbell DBA Smart Wire Inspection Group (Smart Wire)to make electrical inspections within the
Town of Queensbury subject to compliance with the standards set forth in Queensbury Town Code

Town"piggybacking"with Onondaga County Bid 40010808, for the amount of$50,434.67, and
WHEREAS, the Highway Superintendent has also requested Town Board approval to
purchase a Western Pro Plus Plow for the Truck by the Town "piggybacking" with Trius, Inc., a
participating member of the cooperative, municipal purchasing program Sourcewell Contracting, in
accordance with Trius, Inc.'s 12/13/23 Proposal presented at this meeting for the total amount of

6.0 TOWN BOARD DISCUSSIONS
COUNCILMAN METIVIER (WARD I)
• Echoed Michael's sentiments to George Ferone. You have been an amazing person to
work with; it has been an honor, thank you.
• Merry Christmas and Happy Hanukkah and Festivus.
• Noted for the Christmas Town Board tie competition and voted for the bow tie.
COUNCILMAN FREER (WARD II)
• Congratulated George and wished him good luck. It has been an honor and a pleasure
serving with you. Your public service at a lot of different levels is admirable and you are
a great example.
• Spoke regarding the polls saying trust in Government is at an all-time low. I think we
need to reach out to people and see how we can help that at the local level. I think we
need to build trust in local government. There is work that needs to be done on traffic
lights as well.
• Recognized Joe Quintal at the Water Department who led his team to put up snow
warnings for every single fire hydrant. They look great. That is the kind of hard work
that this Town strives for and Joe deserves a shout out for his efforts.
• Wished everyone happy holidays.
• Voted for John and the bow tie.
COUNCILMAN FERONE (WARD III)
• Voted for John's tie as well.
• Thanked the citizens of Ward III for electing me to serve for these past six years. It has
been enjoyable.
• Thanked John and the Board for their hard work throughout my tenure. I have had the
pleasure of working with some great Town Board Members these past years. The
previous Board Members; Jennifer Switzer, Catherine Atherden, Amanda Magee and of
course the current Board. I do not think you could put a better Board together, Tony
Metivier, Harrison Freer, Tim McNulty, they have been great to work with. While these
are elected positions and politics plays a role in this process, I just wanted to let people
know that at no time do politics come into play during the decision making process on
this Board. We might agree to disagree at times but it has only been done with respect
and a high level of professionalism. And that is what I appreciated about this Board. I

am also glad of the citizens of Queensbury that they voted for the poise and not the noise
this past November. The poise this Board has shone and the dedication to the citizens of
our Town is displayed each day. And the Board supports the programs and the high level
of service that the Town provides and that is through Finance, Highway, Water, Sewer,
Assessor, Clerk, Planning and Zoning and Parks and Rec Department and I have to say
none of these services would be possible without the dedicated Department Management
and staff who work here at the Town they are all second to none in my book. They have
been great people to work with. I wish them all continued success in the years to come
and I thank you all.
COUNCILMAN MCNULTY (WARD IV)
• Echoed the comments that reference George. Your professionalism and your care for the
wellbeing of the Town although I do have to add that it was George's urging that I ran for
this position and I have to thank you for that. I have many hats thanks to George.
• Announced that Corinth Road is going to be closed for the rest of this week from West
Mountain Road south because of a culvert collapse in the Town of Luzerne. The County
is all over that, they are working to get it corrected and reinstalled.
• Reported that we did have some flooding in Ward IV along Apres Circle and Northwest
Road. We need to correct some of these ongoing issues with the Highway Department.
SUPERVISOR STROUGH
• Commented on how he worked with George on the EMS study. We have a healthy EMS
thanks to his help. Also, he was the Chair for the Road Safety Committee. He is always
professional, always has good advice, always thoughtful. Thank you for your service
here and with the Glens Falls Hospital Board.
• Announced the closure of Call Street, Trout Lake Road and Riverbank Road in Bolton;
Warrensburg Road in Thurman; Harrisburg Road in Stony Creek limited to one lane
because of the flooding.
• Announced that the Glens Falls Area Youth Center sent a thank you note for our donation
to their program. We appreciate what they do for the youth in our community.
• Recognized Kerrie Lewis and John O'Brien for 30 years of service to the Town of
Queensbury.
• Announced the Meals on Wheels Program needs volunteers to deliver meals. Help is
needed on Mondays, Wednesdays, and Fridays from 11:30 am -12:30 pm in the Glens
Falls, Queensbury and Lake George areas. If you are interested in volunteering, you can
contact Vickie at 518-832-1705.
• Mentioned the Town is collecting for the Bureau Family whose house was lost due to a
fire on 29 Stonehurst Road. Referenced no fire hydrants in that neighborhood.
• Announced the organizational meeting will be held on January 1, 2024.
