Piny-requested that the hearing be posted further research is now being done and more engineering work is being done in an effort to place our lines further from the lake shore. I Supervisor Walter- the public hearing will be adjourned until August 10th QUEENSBURY TOWN BOARD-PUBLIC HEARING ICI Proposed Big Bay-Big Boom Water District-Notice Shown-7:40 P.M. �--- Supervisor Walter- introduced Mr. Kestner President of Kestner Engineers of Troy responsible for the engineering plans for the proposed water district and Mr. Thomas Flaherty, Supt, of the Queensbury Water Dept. Mr. Kestner-(map of.the' proposed district shown) described the area to be covered Big Bay and Big Boom Road. . .this was started in 1980 when the State Dept. of Transportation put in two rest areas on the east and west side of interstate 87 to provide water service and fire protection the State of New York contracted with the Town Water Dept. to lay in mains to the two rest areas, 8" mains% if it wasn't for the existance of these mains this would be a difficult district to form and finance. . . the proposed construction will be with 6" tines;,approximateZy 7500 feet placed by the Town of Queensbury forces— this district will serve 3 commercial, 59 residential and the rest will be camp residentiaZ service, the assessed evaluation of the district will be 1.23 million dollars the cost of the proposed district would be $78,000 ,;doZZcars. . .this will be financed by a 40 year 5%Zoan from Farmers Homes Administration— the cost to the property owners would be $3. 70 per thousand dollars of assessed evaluation. . .in addition to the adveZorum tax you: i�ouZd pay for water use at a rate of $15.00 per quarter for a minimum of 15,000 gallons of water for an annual water usuage cost of $60.00 per year. . .this will be done -+on a metered basis(usage over 15,000 would be charges 720 per thousand over the minimum) the only other expense would be the tapping fee, short tap $125.00 long tap $190.00 this would place the tzp from the main to the property line the owner would then be responsible to place the service from there into%;the house. . . Mr. Sorry- questioned his water bill having a $40. 00 charge Supervisor Walter- that is because you are receiving water servicefbut there is no districts so you are being charged a surcharge because you are receiving water not within a mater district, once you are in the district you will be receiving a different kind of bill. . . Mr. Rene HammeZ- asked if the property,he is leasing is within the water district, property owned by Fisher. . . Mr. Kestner- it appears so. . .if it is the parcel along the road. . . ,cpervisor Walter- reviewed the next procedure in forming the proposed district. . . if the resolutions are passed tonight, there is a 30 day period where the residents rrgy petition for a referendum -tf there is no referendum at the end of that period the Board would then pass a resolution determining the district,Mr. Chase mould then send the necessary papers to Audit and Control, they would approve or disapprove the district an the basis of cost. I would tell you that this is the most inexpensive water district that we have been able to put together because of the Farmers Home and the work on-..the larger mains has already been done. Mr. Roland Bardin- in Twin Channels Park does this include both roads in that area? W. Kestner- yes Mr. Troy - Big Bay Road- who maintains the 8" water main? Mr. Kestner- the Queensbury Water Dept. Mr. Troy - when does the work start? Mr. Kestner- this fall. . . Mr. FZaherty- depending on the weather it should be finished this fall. . . Mr. Grey- requested that Mr. Kestner, for the benefit of the people� denote the advantages of the proposed water district. . . Mr. Kestner- I believe that biggest feature is recognized fire protection and also pure water. . . Mr. Thomas Flaherty- noted that the residents are never going to get a cheaper rate than what has been proposed. . . W. Kestner- noted that there is no more Farmers Home 5% loans. . . the new rate is 11.5% Councilman MorreZZ-what is the cost to operate a pump> for a weZZ? Mr. Kester- approximately $125.00 per year to maintain a private water system. . . Mr. Sperry-reviewed the cost of running a private system and the cost of drilling wells Councilman Olson- noted that public water would increase the value of the property. . . J Mr. Harrington- noted that he has a well that is worth $10,000 and he felt he could purchase water a long time for that amount—noted well is 810 ' deep. . . CounciZn. m Eisenhart- noted that some people are keeping their well for watering lawns and gardens. . . Mr. Flaherty- noted that people could keep their wells but if they hooked up to public watery there can be no interconnection to the Town system. . . Naylor, Superintendent of Highways of the Town of Queensbury, has advised that he recommends that this Board accept this Land for highway purposes into the Town highway system, and WHEREAS, Thomas K. Flaherty, Water Superintendent of the Town of Queensbury, has advised that an inspection has been made of the watermains and appurtenances installed in the proposed highway and that he finds that the installation has been made in accordance with the requirements of the Queensbury Water Department, and WHEREAS, Mr. Flaherty, accordingly, has approved the waterline installation and recommends that this Board accept this land for highway purposes into the Town highway system, and WHEREAS, the form of the deed has been approved by Joseph R. RESOLUTION NO, 272. The establishment of a water district in the Town of Queensbury, Warren County, New York to be known as the Big Bay - Big Boom Water District, to be bounded and described as hereinafter set forth, and the construction of a water system to serve said district, including the acquisition of Land or rights in Land, and original furnishings, equipment, machinery or apparatus necessary in connection therewith at a maximum estimated cost of Seventy-Eight Thousand Dollars ($78,000.00) is hereby authorized and approved. The method of financing the cost of said improvement shall be by a Loan of not more than Seventy-Eight Thousand Dollars ($78,000.00) in principal from the Farmers Home Adminis- tration of the United States Department of Agriculture at five percentum (5%) per annum for a period not exceeding forty (40) years, repayable in the first instance from a levy on the taxable real property in said water district which the Town Board of said Town shaZZ determine and specify to be especially benefited thereby in the manner prescribed by Subdivision 2 of Section 202 of the Town Lana. Section 2. Said water district shall be bounded and described as is set forth in Schedule "A" annexed hereto and made a part hereof. Section 3. Within ten (10) days after the date that the adoption of this resolution becomes effective, the Town Clerk of said Town is hereby directed to file a certified copy of this resolution, in duplicate, in the Office of the State Department of Audit and ControZ, in AZbany, New York, together with an application, in dup Zicate, for permission to establish the aforesaid water district, in the manner required by the provisions of Subdivision 3 of Section 209-f of the Town Lana. Section 4. This resolution is subject to a permissive referendum as provided by Section 209-e of the Town Law. The Town Board has read the plan and ask questions from the Recreation commission, there are some very good ideas in it, it isacomprehensive plan, they do have an area relative to the financing of what they are Zooking to be implemented. It is a very ambitious plan and it is something that the Town Board defirtteZy is going to Zook very closely at, we have indicated to Mr. Hansen that he could begin to seek proposals for professionalsto Zook over the Gurney Lane area, that would be a first priority. in implementing the recommendations of the recreation Commission. Councilman Morrell- I would Zike to add:that monies have been set aside for such work. . . Discussion on Oneida Corners Councilman MorreZZ-I am very concerned about the problem at Oneida Corners, we have had two serious accidents in a matter of a few days one incZuded two fataZities, asked who to get a study done to improve the situation in that area. . .Supervisor Walter- this matter was taken up at the Warren Co. Traffic Safety Board yesterday, Route 9L is a State Road the two roads Sunnyside Road are Co. Roads, the Light is there by a 1953 permit that was requested because of the new Fire House. Mr. Stefans indicated that the best thing to do would be to refer��_ it to the State for investigation and. .that is what the traffic safety board did yesterday. Supervisor Walter suggested that the Town Board do the same thing. . .Councilman Monahan noted that she hoped that they put a five foot person in a Honda Car and see what the visibility is coming from Bay to Ridge. . .you cannot see north at all, there are many children in the area going to the store, all of us who Live in the area know what hazard it has been-it is a shame that it takes two fatalities in order to get something done about this. . . . RESOLUTION REGARDING HAZARD AT ONEIDA CORNERS, QUEENSBURY -Aram UT_TON 1J0. 278, Introduced by llr. Councilman Olson- requested that the Town Police and Highway Dept. - study the possibility of a no parking zone on Carlton Drive—and Aviation Road. . .this being brought about due to the increase of traffic at the new business on the corner of Carlton and Aviation Road. . . -Supervisor Walter, we have received a request from the Evergreen Association to Zower the speed Zimit to 20 mph in that area, this was referred to the Chief, he has noted in a letter to the Town Board that "it is my opinion that the speed Zimit reduction would not be approved" It is my further opinion that 30 mph is a safe speed Zimit for this area as it is in any city or other congested area.
