Provide the name of the company to perform the HVAC Air Balancing Testing and submit the final report. Per the documents, the HVAC air balancing and testing will be by the Contractor. 2. Submit all documentation for all geothermal work (field reports and approvals) completed in preparation for the work in the building to commence. Provide the name of the design professional responsible for submitting the mechanical and electrical commissioning documentation. Per the exception in paragraph C408.2 of the 2020 NYS Energy Code, this project does not require a commissioning agent. The cooling capacity is 300,000 Btu/h, which is below the 480,000 Btu/h threshold, and the heating capacity is 400,000 Btu/h, which is below the 600,000 Btu/h threshold. 4. Submit all asbestos survey and abatement documentation for the project along with the licenses for the asbestos survey company and asbestos removal contractors along with worker's compensation insurance documentation. See attached “Report of Limited Asbestos and Hazardous Materials Inspection,” dated January 8, 2024, by Alpine Environmental Services, Inc., including licenses. Asbestos removal contractor licenses, insurance, and worker’s compensation will be submitted by the contractor. 5. Review the attached Fire Marshal's Plan Review Documentation. See below. Submit structural calculations for structural modifications from Ted Prime at SRA Engineers along with a letter stating that Ted Prime will be performing structural inspections for this scope of work. See attached documents:  “Structural Calculations For Renovation” by SRA Engineers  Letter from SRA Engineers 7. Please sign the building permit application. – Will do. 8. The awarded contractor will need to provide all worker's compensation insurance documentation for them and all subcontractors. The Contractor will provide this before pulling the permit. 9. On sheet A700 please add to your stair note regarding the 12" extensions that the ends of the extensions need to return on themselves, newel post or into a wall, no butt ends exposed. Note added to A-700, attached. 10. Pay building permit fee of $3279.50 (Invoice #2024-009) at the Town of Queensbury. The Contractor will pay the permit fee. Fire Marshal Comments: 1. Verify storage. Proper clearance will be provided at all MEP equipment; occupant storage is in separate spaces. 2. Verify operation of exit/emergency lights w/own breaker. The emergency lights and exit lights are not circuited to their own breaker. They are circuited to the lighting circuit serving the room where they are located to comply with NEC Article 700 Emergency Systems Part III Sources of Power: 700.12 General Requirements (F) Unit Equipment (2) Installation of Unit Equipment (3): The branch circuit feeding the unit equipment shall be the same branch circuit as that serving the normal lighting in the area and connected ahead of any local switches. 3. The UL rating for the cmu infill above the existing block walls at the stair will be UL no. 906. This will apply to the infill courses above the existing block walls at the stairs and the north wall of hall 211. The existing block walls of the mechanical room (south wall in hall 211) go to the deck. 7. Knox Box 3200 series needed for outside and Elevator Knox box needed next to elevator. The specific Knox Box types have been called out on A-101, attached. 8. Truss ID required. The truss ID has been called out sheet A-001, attached. 9. CO Detection required. CO detectors are indicated outside the mechanical room on each floor, shown on sheet SC-100 by Mahoney Alarms. 10. Protection of the fire alarm system during construction according to the 2020 NYSFC Chapter 33. A note calling for the protection of the fire alarm system has been added to sheet D-001, attached. 11. NFPA 72 letter of compliance. A letter of compliance will be provided by Mahoney Alarms prior to C of O. 12. Provide documents for fire alarm system for review before installation. Record Documents: Record actual locations of all underground piping installed relative to Owner's permanent structure on same property. H. Weekly Drilling Progress: Monday of each week provide a progress report of the geothermal field installation. Report drilling progress, u-bend installation depth, and pressure testing log. 1.05 QUALITY ASSURANCE A. Installer Qualifications: Company specializing in performing the work of this section with minimum five years of documented experience and accredited by IGSHPA. Well driller qualifications: Geothermal well drillers shall have a minimum of five years’ experience in the installation of geothermal well field installation and shall be licensed in the jurisdiction where the project is located. C. Heat Fusion Technician Certification: IGSHPA training and certification, certified within three years from the date of project commencement. D. During the installation, trash, soil and small animals shall be kept out of the pipe. Extra care shall be taken to avoid contamination of the loop by vandalism or other means of contamination. Ends of the pipe shall be sealed with fusion end- caps until the pipe is joined to the manifold circuit. Taped, clamped or other mechanical sealing methods of pipe ends are not acceptable. E. Contractor shall utilize appropriate mud recycling equipment to eliminate potential of flooding job site with mud and drill cuttings. F. The contractor shall lock and secure their equipment and storage areas. The Owner shall not be held responsible for loss of damage of any contractor's equipment, tools, materials or personal effects. 1.06 DELIVERY, STORAGE, AND HANDLING A. Deliver piping and fittings to project site in shipping containers with labeling in place. 1. Verify that labels on piping indicate manufacturer's name, pipe or tube size, pressure rating, relevant ASTM standards, PE cell classification number, and date of manufacture. 2. Verify that piping complies with specifications and is undamaged. B. Deliver chemicals for heat exchange fluid to project site in unopened shipping containers with labeling in place; comply with local and state regulations. C. Protect from weather, humidity and temperature variations, dirt and dust, and other environmental contaminants. Palletized bentonite grouting materials are to be protected from the weather with a protective covering, to the satisfaction of the Engineer. D. Store piping capped or plugged until time of installation. 1.07 PROJECT CONDITIONS A. Existing utilities: do not interrupt utilities serving facilities occupied by the owner or others unless permitted by the affected parties and then only after arranging to provide temporary utility services according to the requirements indicated: 1. Notify the owner not less than two days in advance of proposed utility interruptions. 2. Well drilling water: contractor shall be responsible for providing water for the drilling purpose. 3. Well driller shall be responsible for removing all drilling mud, fluid and waste material generated by drilling operations. 4. Reasonable care shall be taken to avoid damage to tree roots and canopies, especially those over 6" in diameter. GLENS FALLS NATIONAL BANK QUEENSBURY BRANCH Oldenquist Design 23 21 14 - 4 GEOTHERMAL HEAT PUMP PIPING AND VERTICAL HEAT EXCHANGERS PART 2 - PRODUCTS 2.01 WELL CASING A. Well casings: AWWA C200, single ply, steel pipe with threaded ends and threaded couplings for threaded joints. 2.02 HEAT EXCHANGER A. Install the ground-coupled heat exchanger as designed and laid out on the Contract Documents. B. Heat Exchanger Configuration: Closed system; high density polyethylene piping in vertical boreholes located as indicated on drawings. 1. Pipe Type: SDR11 High density polyethylene. 2. Pipe Diameter: 1-1/4 inch. 3. Shank Spacing: 1/8 inch. 4. Borehole Depth: 450 feet. 5. Borehole Diameter: 6 inches . 6. Borehole Spacing: 20 feet, minimum. 7. Total Number of Boreholes: 10 total bore holes. 9 new bore holes. The “10th” bore hole (A1) is existing via the thermal conductivity test conducted February 2023. 2.03 MATERIALS A. Pipe: High density polyethylene pipe, type PE4710, ASTM D 3035, DR 11. 1. Comply with ASTM D 3035 with minimum working pressure rating of 200 psi at 73 degrees F. 2. ASTM D3350 cell classification PE445574C 3. Long Term Hydrostatic Design Basis: 160 psi at 73 degrees F, when tested in accordance with ASTM D2837; appropriate listing in current edition of PPI TR-4 will constitute evidence of compliance with this requirement; otherwise, submit independent test results. 4. Joints and Fittings: Polyethylene of same type as pipe, of sizes and types suitable for the pipe being used; use only heat fusion that are quality controlled to provide a leak-free union between piping ends that is stronger than the piping itself. Do not use other barbed fittings or hose clamps. a. Electrofusion Type Fittings: Comply with ASTM F1055. b. Butt Fusion Fittings, 1-1/2” pipe and above: Comply with ASTM D3261. c. Socket Type Fittings, up to 1-1/4” pipe: Comply with ASTM D2683. d. Where threaded fittings must be used for connection to equipment or dissimilar piping, use fittings and thread sealant compatible and effective with antifreeze used. e. Provide pre manufactured, molded U-bend at bottom of vertical bore designed for geothermal application. GLENS FALLS NATIONAL BANK QUEENSBURY BRANCH Oldenquist Design 23 21 14 - 5 GEOTHERMAL HEAT PUMP PIPING AND VERTICAL HEAT EXCHANGERS B. Heat Exchange Fluid: Water and antifreeze solution, 30 percent propylene glycol by weight. C. Detectable Underground Tape: 1. Magnetic detectable conductor in 2 inch (50 mm) wide rot-resistant plastic tape or mesh, brightly colored, imprinted with "CAUTION GEOTHERMAL PIPELINE BURIED BELOW” in large letters. 2. The contractor shall provide stranded tracer wire from within the mechanical room, on one leg of each header pair (loop), to the last borehole on each header pair loop. The stranded wire shall be of sufficient overall gauge to activate by electric charge and be located by surface instrumentation at the maximum depth of the installed header piping, or at an acceptable depth as prescribed by the manufacturer. D. Grout for Vertical Boreholes: Thermally-enhanced bentonite/high-grade silica sand grouting compound with a minimum thermal conductivity value of 1.6 btu/hr-ft-°f as determined when tested in accordance to ASTM D 5334. Grout mixture shall have a maximum permeability rate of less than 1x10^-7/ cm/s as determined by ASTM D 5084. Grout mixture shall be geo-pro TGlite 1.6 or approved equal with a maximum density of 10.5 lb/gal. E. Interior piping, valves and fittings: Refer to Division 23 specification sections for interior piping, valve, fittings, gauges and accessories. F. Header pairs in the mechanical room shall include signage or tags corresponding to each header pair designation as described on the ground heat exchanger site plan (i.e., Header Pair A, Header Pair B). PART 3 - EXECUTION 3.01 EXCAVATION A. Excavate in accordance with requirements of authorities having jurisdiction. B. Remove rock as required to achieve specified depths. C. Vertical Boreholes: Drill to depths as detailed on contract drawings. 1. Provide continuous steel casing on upper portion of borehole until bedrock is reached. Casing is not required within bedrock. 2. Set casings within bores plumb and true to line. 3. Piping: Assemble heat exchanger piping and test before grouting and covering. D. Trenches: Excavate trenches for piping to lines and grades shown on drawings. 1. Excavate to accommodate grade changes. 2. Maintain trenches free of debris, material, and obstructions that may damage pipe. 3. Piping: Assemble heat exchanger piping and test before backfilling and paving parking lot. GLENS FALLS NATIONAL BANK QUEENSBURY BRANCH Oldenquist Design 23 21 14 - 6 GEOTHERMAL HEAT PUMP PIPING AND VERTICAL HEAT EXCHANGERS 3.02 POLYETHYLENE PIPING A. Join piping and fittings using heat fusion or electrofusion; do not use solvents, adhesives, or mechanical fittings. B. Provide flanges or unions to connect heat exchanger piping to equipment or piping of different type within the mechanical room where indicated; locate all transitions between piping of different types inside the building or otherwise accessible (i.e. above grade). C. Keep dirt and debris out of pipe assemblies; cap or plug open ends until connected to adjacent piping. D. Do not bend piping to shorter radius than recommended by pipe manufacturer; do not kink piping; use elbow or other fittings for sharp bends. E. Partially backfill radius bends in narrow trenches by hand to ensure that piping is properly supported and to prevent kinking. F. The loop tubes and the tremie pipe shall be installed into the vertical borehole heat exchanger the same day the vertical borehole heat exchanger is constructed. 3.03 GROUTING A. After installation and testing of piping within bore, place grout continuously, from bottom to top surface to ensure filling of annular space in one operation. B. The loop tube shall be pressurized with water during the entire grouting process to protect it against shear forces caused by the grout. The hydrostatic pressure level shall be adapted with grout density and borehole depth. C. Grout shall be placed in the borehole by pressure pumping through a tremie pipe after enough water or other drilling fluid has been circulated in the annular space to clear obstructions; D. Tremie grouting of the entire vertical borehole using the grout material specified and shall be completed within a timeframe to ensure total loop well grouting and ensure aquifer protection; E. The tremie pipe shall be lowered to the bottom of the borehole, raised slowly as the grout is introduced and should be continuously submerged in the grout. F. Once the grout has settled for a minimum of 48 h, the ground source heat pump system contractor shall ensure that the vertical borehole heat exchanger(s) are filled with grout to the top of the vertical borehole heat exchanger; and regular verification of the grout mixture shall be carried out as follows: 1. Verification of grout mix ratio, mixing procedures, grouting, and topping off of vertical borehole heat exchanger with grout shall be undertaken on an ongoing basis during ground source heat pump installation GLENS FALLS NATIONAL BANK QUEENSBURY BRANCH Oldenquist Design 23 21 14 - 7 GEOTHERMAL HEAT PUMP PIPING AND VERTICAL HEAT EXCHANGERS 2. Density and water content, or alternatively, grout thermal conductivity of the samples, shall be measured to ensure the grout mixture is in accordance with the specified grout recipe. 3.04 TESTING A. At several stages of the installation the pipe installed shall be pressure tested with result documented and turned over to owner and engineering for approval. If deficiencies are found, the point of leakage shall be found, repaired and test repeated. This procedure shall be followed until the piping systems have been proved absolutely tight. B. Caution shall be exercised to prevent direct sunlight or significant air temperature changes from affecting the results. C. The use of any chemicals, any "Stop-Leak" compounds, any mastic or any other temporary means shall not be used for repairing leaks during or subsequent to these tests. D. Pressure tests for polyethylene pipes shall be conducted in accordance with ASTM F2164, which provides information on apparatus, safety, pre-test preparation, and procedures for conducting field tests of PE pressure piping systems by filling them with a liquid and applying pressure to determine if leaks exist in the system. E. The duration of the pressure test shall be no less than 1 h after the stabilization of pressure. If no visual leakage is observed and pressure during the test phase remains steady (within 5% of the test phase pressure), a passing test is indicated. F. Loops must pass the test at the following milestone: 1. Prior to insertion of the vertical piping into the bore holes, the contractor shall assemble the "U-Bend" and piping, cap both ends, and pressure test the piping to a pressure of 100 psig. Reduce pressure to 0 psig before lowering into borehole. 2. After each runout has been assembled, including connection to the grouted vertical borehole heat exchangers and before backfilling, test piping to a pressure of 50 psig. 3. After the complete ground-heat exchanger has been installed, flushed, and purged of air and debris and before the ground heat exchanger has been filled with glycol connected to the building system, test piping to a pressure of 50 psig. G. Contractor is responsible to provide evidence of and certification of pressure testing, and acceptance of all work performed by signature of contract inspector. H. After the conclusion of the ground heat exchanger pressure test, the ground heat exchanger shall be left filled with ultimate fluid to be used in the system and be maintained under pressure until final connection to the building system. 3.05 FLUSHING, PURGING AND CHARGING GLENS FALLS NATIONAL BANK QUEENSBURY BRANCH Oldenquist Design 23 21 14 - 8 GEOTHERMAL HEAT PUMP PIPING AND VERTICAL HEAT EXCHANGERS A. All geothermal piping systems shall be thoroughly cleaned before placing in operation to rid the system of dirt, piping compound, mill scale, oil, and any and all other clean and balance the piping installed under his contract. B. Extreme care shall be exercised during construction to prevent all dirt and other foreign matter from entering the pipe or other parts of the system. Pipe stored on the project to have the open ends capped and equipment to have all openings fully protected. Before erection, each piece of pipe, fittings, or valve to be visually examined and all dirt removed. C. The ground heat exchanger shall be flushed with potable water by means of a flushing unit equipped with a tank for air separation, suitable filters, a water flow meter, pressure gauges and valves to reverse the flow. All flushing flow shall pass through a suitable filter until the water is observed to be clear and clean. D. Each supply and return circuit shall be flushed and purged in the forward and reverse directions with water at a minimum velocity of 2 ft/s through each piping section. A calibrated flow meter shall be used to verify the flow velocity. E. To verify the effectiveness of a purge, the valve leaving the borehole field shall be closed while monitoring the make-up water level in the purge tank. If the level does not go down, there is little air in the system. The system should be pressurized to 50 psig after purging is complete. When the borehole field is connected to the system the residual pressure will ensure that the system is intact and that no air has been introduced into the system. F. Prior to specifying water treatment and selecting an anti-freeze solution for the system, a sample of the local water shall be analyzed to identify existing local water chemistry. Where applicable and permitted by the authority having jurisdiction, the heat transfer fluid may contain chemical inhibitors to protect the biological and chemical integrity of the solution to prevent corrosion of system pipes. G. Charge system with specified glycol mixture after all testing, flushing and purging has occurred and been accepted by the owner. H. Install system label at purging valves, indicating: 1. Heat exchange fluid, including antifreeze type and concentration. 2. Service date. 3. Company name. 4. Company phone number and responsible person. 5. Geothermal Loop Served. 3.06 BACKFILLING A. Install in compliance with local authorities having jurisdiction. B. Vertical Boreholes: Backfill after pipe installation in accordance with IGSHPA (GROUT) - IGSHPA Grouting Procedures for GHP Systems. C. Backfill trenches after pipe has been installed and tested, using fill free of rocks and other debris. 3. Install detectable tape continuously 6 inches (150 mm) above top of all buried pipe. 4. Install Tracer wire from header in mechanical room to the last bore in the geothermal loop. 5. Backfill and compact using the procedures specified. 6. Backfill to original grades with sufficient overfill to allow for settlement. D. Protect piping from displacement. 3.07 CLEANING A. Leave adjacent paved areas broom clean. B. Clear debris, including excess backfill and excavated dirt and rock, from heat exchanger area. 3.08 PROTECTION A. Protect area during excavation from excess runoff and erosion. Ensure that mud pit will not leak or overflow into streams or wetlands. When the well is accepted, remove mud and solids in mud pit from project site and restore site to finished grade. B. Provide casings, seals, sterilizing agents, and other materials to eliminate contamination. C. Protect pipe protrusions from damage until connections to building systems are installed. 3.09 IDENTIFICATION A. Install continuous underground detectable warning tape for underground piping. Locate below finished grade, directly over piping. The test is performed by injecting a known and constant heat power into a borehole heat exchanger and then measuring the temperature response. A competent test can provide the undisturbed formation ground temperature, the calculated thermal conductivity, the calculated borehole thermal resistance and an estimate of the thermal diffusivity. These values, critical for the optimal design of a geothermal system, can be used in a geothermal design program to design an optimized, cost effective system. Test Procedure Recommendations The American Society of Heating, Refrigeration and Air-Conditioning Engineers (ASHRAE) offers a set of procedural recommendations for in-situ thermal conductivity/thermal response tests. These can be found in the ASHRAE 2007 HVAC Applications Handbook. Several of the key recommended procedures are as follows: A) Time between test bore installation and start of TC test: A 5 day minimum wait time is recommended. B) Undisturbed ground temperature measurement: The undisturbed ground temperature should be recorded prior to test start up. C)Test Duration: Test duration typically should be for 48 hours or longer. D) Power Quality: The power standard deviation should be equal to or less than 1.5% of the average power and the maximum power variation should be less than 10% of the average power. The average heat flux should fall within the 15 W/ft to 25 W/ft range to best simulate the expected peak loads in the borehole. Thermal Diffusivity Estimation Thermal Diffusivity may be estimated from a combination of the calculated thermal conductivity value (which is directly related to the diffusivity) in conjunction with estimates of the specific heat, density and moisture content of the test bore. The thermal diffusivity reflects the rate of conductive heat transfer in the soil and helps determine the impact of neighboring borehole interactions on the final geothermal loopfield design. Thermal Conductivity Calculation Because thermal conductivity cannot be measured directly, The Ground Loop Design Thermal Conductivity Module uses the line source heat transfer model to calculate the required results. The line source model, which assumes an infinitely thin heat source in a homogeneous medium, is very broadly-referenced in the published literature and is considered to be the standard analysis methodology. To analyze test data, the average temperature of the water entering and exiting the heat exchanger is plotted versus the natural log of time. Using regression analysis, a best-fit line is plotted to match the empirical data and the slope of the line is used to calculate the thermal conductivity of the formation. Typically, the data analysis procedure may be repeated several times for several different time intervals to ensure the closest fit between the empirical data and the derived best-fit line. In addition, approximately the first 10 hours of temperature data are not included in the analysis so as to ensure that the conductivity value is determined from steady state rather than transient heat conduction processes. 6 / 6 Undisturbed Ground Temperature Determination The undisturbed ground temperature is the constant temperature of the formation. This temperature is measured before starting the active thermal conductivity test by logging the first 10 minutes of data prior to turning on the heating elements of the GeoCube. In addition, prior to beginning the test Aztech Geothermal use a temperature probe on a long measuring tape to get a Temperature Profile (see chart below). If the TC test is initiated too soon after the installation of the test bore, the undisturbed ground temperature may be inaccurate. In general, it is recommended that the testing company waits a minimum of 3-5 days after installing the borehole before initiating the test so as to ensure that the ground has returned to its native and undisturbed temperature state. Borehole Thermal Resistance Calculation The borehole thermal resistance cannot be measured directly but can be calculated from the recorded in-situ measurements. After determining the thermal conductivity, the resultant value can be used in the line-source equation to calculate the borehole thermal resistance. Note that the calculated borehole thermal resistance is representative of the entire test bore configuration including the pipe type, pipe spacing, grout resistance and borehole diameter, etc. The empirically derived borehole thermal resistance may be entered into a design program such as Ground Loop Design for final loopfield design assuming the parameters for the boreholes in the final installation are equivalent to those in the test bore. Details pertaining to the general equation used for the calculation can be found in the research literature (Mattison, et al., 2007 for example). Bulk samples were collected in accordance with USEPA ASHARA protocols for number and types of samples. Materials easily crushed or pulverized by hand pressure are considered friable. Materials with a bituminous or resinous binder that are not easily crushed or pulverized by hand pressure are considered Non-friable Organically Bound (NOB). Friable and non-friable materials, excluding organically bound materials were analyzed using Polarized Light Microscopy (PLM). Non-Friable Organically Bound samples were analyzed using Transmission Electron Microscopy (TEM). All samples were analyzed by EMSL Analytical (ELAP 11506: Manhattan Lab, ELAP 12145: East Syracuse Lab, ELAP 11469: Carle Place Lab, ELAP 11506: Long Island City Lab) 1.2 Description The building inspected for the survey is a two story structure of masonry and steel construction with no basement. This building was built in or about 1963. Wall and ceiling materials observed consist of: plaster, and drywall. Ceiling materials observed consist of: 2'x4' ceiling tiles. Floor materials observed include: carpet, 12" floor tile, and 9" floor tile. Because the building was still occupied at the time of this inspection, destructive testing was kept to a minimum. No penetrations were made in existing walls or ceilings to determine the presence or absence of asbestos containing materials within wall chases or above ceilings. The electrical system within the building was energized at the time of Alpine Environmental Services’ site visit. The majority of the wire insulation visible in the building is either the newer vinyl sheathed type or the metal clad cabling. These types of wire are not considered to be suspect asbestos containing materials. There was a fibrous wire insulation observed during this inspection. This wire insulation was not sampled and must be assumed to be asbestos containing. Quantities of asbestos containing materials were estimated and the user must field verify all quantities. Any suspect materials found during demolition/renovation activities that are not listed in this report should be considered asbestos containing materials until tested and determined otherwise. 1.4 Results of Inspection Bulk samples were collected throughout the interior of the building. Samples were collected as prescribed by US EPA ASHARA protocols for the numbers and types of samples. All asbestos containing materials must be abated prior to the demolition/renovation of any part of the structure unless performed under a variance issued by the NYS Department of Labor. Disturbance/Abatement of any asbestos containing materials, as well as necessary air monitoring, must be performed by a NYS DOL licensed contractor, in accordance with state and federal regulations (NYS DOL ICR 56 and US EPA 40 CFR). 2.0 Lead-Based Paint Inspection 2.1 Description Alpine analyzed representative paint samples from the building. Surfaces tested include; steel beams, and plaster walls. The U.S. Housing and Urban Development (HUD) Guidelines for the Evaluation and Control of Lead-Based Paint in Housing (2012 Revision) define lead-based paint as having a lead content of 0.5% by weight as measured by atomic absorption spectrometry (AAS). However, OSHA considers paint with any detectable amount of lead to be lead-based paint. Alpine Environmental Services, Inc. has concluded through AAS analysis that lead above detectable limits was found in several of the areas tested. OSHA requires that the employer conduct an initial exposure assessment when working with lead paint (29CFR1926.62). Until the employer performs an employee exposure assessment as required by OSHA, the employer shall provide to the employees the following; appropriate respiratory protection, personal protective clothing and equipment, change areas, hand washing facilities, biological monitoring and training. 3.0 PCB and Mercury Inspection: 3.1 Scope and Purpose An inspection was performed of the subject structure for possible PCB and mercury containing items. This inspection did not include the sampling of any electrical components for PCBs. No claims can be made as to confirm the presence or absence of PCBs in electrical components, although, professional judgment has been used in identifying potential PCB containing materials. “PCBs”, or Polychlorinated Biphenyls contaminated material, as defined by the United States Environmental Protection Agency (EPA), is any material containing greater than 50ppm by weight of PCBs. It is often less expensive to assume materials contain PCBs than to test for the substance. 3.2 Conclusion Polychlorinated Biphenyls (PCBs) Polychlorinated biphenyl (PCB) oils were commonly used as thermal insulating fluids in electrical and hydraulic equipment prior to a (approximately) 1977 manufacture date. Transformers, electrical ballasts, and hydraulic elevators are common places where PCB containing oils were used. The elevator in the building was installed in 2004 and the hydraulic oils used should not contain PCB. Polychlorinated Biphenyls (PCBs) may be present in the caulk used in windows, doorframes, masonry columns, and other masonry building materials in many buildings built or renovated between 1950 and 1978. Caulk was not sampled for PCB analysis as part of this inspection. The subject structure possessed numerous fluorescent lighting fixtures in all areas, each fixture has been assumed to contain at least one ballast. With the exception of ballasts containing a label stating “no PCBs” and newer ballasts manufactured after 1978, ballasts are assumed to contain PCB’s. During demolition/renovation, suspect PCB containing ballasts should be separated, drummed, and transported to a qualified waste center if they are not to be reused. Any disturbance or disposal of PCB containing materials should include appropriate handling and disposal procedures as required by the New York State Department of Environmental Conservation and the United States Environmental Protection Agency. Mercury Each of the fluorescent light fixtures contained from one to four fluorescent light bulbs. These bulbs usually contain mercury compounds and must be separated from the general construction debris during demolition/renovations. The typical means of disposal for the tubes is to isolate the tubes and transport the intact tubes to a recycling facility. For the purposes of this inspection, all fluorescent light bulbs, including the compact fluorescent bulbs, were assumed to contain mercury. Many of these thermostats were observed to contain elemental mercury and must be separated from the general construction debris during demolition/renovations. Disposal of any mercury containing items should include appropriate handling and disposal procedures as required by the New York State Department of Environmental Conservation and the United States Environmental Protection Agency. 4.0 Other Hazardous/Regulated Materials 4.1 Refrigerant There is one (1) decommissioned air conditioner condensing unit in the first-floor mechanical room. Due to the condition of the piping associated with the compressor, it appears the refrigerant had been captured when the unit was decommissioned. It is likely oil remains within the compressor that potentially contains PCBs based on the age of the compressor. Any other air conditioning units, portable air conditioners, water fountains, and refrigerators within the building may contain refrigerant(s). A refrigerant professional must be contracted prior to decommissioning refrigerant containing components in order to evacuate regulated substances prior to disposal. 4.2 Smoke Detectors Ionization smoke detectors contain radioactive components. Smoke detectors must be separated from the general waste stream and transported to a recycling facility. 4.3 Batteries Batteries in smoke detectors, emergency lighting, exit signs/lighting, etc. may contain heavy metals. Batteries must be separated from the general waste stream and transported to a recycling facility.
