Staff Notes.10.22.13 Town of Queensbury Planning Board Community Development Department Staff Notes October 22, 2013 DISCUSSION ITEM Applicant: Bohler Engineering—Dollar General Location: 61 Main Street Zoning: MS Main Street Applicant has requested the proposed project be reviewed as a discussion item—specifically for building design. The applicant proposes a 9,920 sq. ft. footprint building for a retail use, "Dollar General". Drawing and chart are not clear as to building size, drawing image indicates building footprint is 9,100 sq. ft. and building size chart indicates 9,920 sq. ft. The applicant has met with staff in anticipation of submission for site plan; during the pre-application meeting it was outlined the building elevation proposed does not meet the Main Street Design Guidelines. The applicant's drawing showed an architectural peaked roof structure that was 25 ft. in height. Zoning Administrator/Staff has shared emails/communications with the applicant explaining the code requirement for a 2-story building. The Main Street Design Standard section excerpt specifically describes 2 stories as a minimum as noted below: Main Street 179-7-070F. Architectural design. (1) Building height/proportion. Buildings shall be a minimum height of two stories and 25 feet and a maximum height of 60 feet on Main Street. Buildings within 150 feet of West Main Street and adjacent to plazas shall have the same building height requirement. [Amended 1-28-2011 by L.L. No. 2-2011] (b) The first story height should be a minimum of 12 feet measured floor to floor. The applicant has submitted a revised elevation drawing (via email 10/11/13) where 27 ft. 4 in. frontage of the building will be at 25 ft. in height and have the appearance of a second floor but will structurally not be a 2nd floor. The front is now proposed to be a square frontage and not a peaked roof as previously proposed. Note the Town Board has currently been discussing Main Street zoning language and still maintains the 2 — story requirement as it is necessary to maintain the higher density needs envisioned for the Main Street cohesiveness.
