PROJECT DESCRIPTION: Applicant proposes construction of a three new buildings, a gravel
storage area and a boundary line adjustment.
PARCEL HISTORY: SP 23-13: 16,000 sq. ft. repair facility w/7 bays; 9,600 sq. ft.
warehouse building; 4,500 sq. ft. relocated building& existing
pole barn to maintain saw mill operation and proposed 60 x 120 sq.
ft. equipment and storage yard with 8 foot screened fence. Site
improvements include upgraded parking arrangements, stormwater

STAFF COMMENTS:
The applicant proposes to remove temporary storage units to construct 2 additional buildings and an open sided
pole barn structure. The project also involves an addition to the Main Office building along with an increase in
asphalt areas and graveled areas on the lot. The plans show the location of the new buildings with elevations,
lighting details, stormwater management and erosion control measures. The project activities replace Phase II
for Jeffery Threw's project identified in SP 24-13 and SP 23-13 where additional buildings were to be located
along with certain conditions —the drawings depict the setback conditions 30 ft. buffer on the West and South
property lines, buildings in that area of the parcel to be located towards the East property line. The condition
involving hours of operation of the portable saw mill are no longer applicable as the site will no longer have a
portable saw mill —if such use is to be proposed then the activity would be subject to site plan review. The
applicant is requesting a waiver for landscaping plan.
SUMMARY
The applicant has completed a site plan application for the construction three structures 80' x 180', 80' x 200',
40' x 200' and an addition to the main office of 800 sq. ft. The project eliminates phase II for Jeffery Threw's
project SP 24-13 and SP 23-13 but maintains setback resolution conditions and removes portable sawmill
operation activities. The Board may consider waivers requested by the applicant for landscaping.

Dear Mr. Brown:
The Chazen Companies (Chazen) has received a submission package from your office for the above
project.The Applicant intends to construct multiple commercial buildings on an 8.93 acre parcel.
It should be noted that this project includes land transfer from another project. The overall area of
permanent disturbance is 5.95 acres. Submitted information includes the following:
• Plan Set, prepared by Hutchins Engineering,August 7;
• A Project Narrative Letter, prepared by Hutchins Engineering, October 15, 2013;
• A Stormwater Management Report and Stormwater Pollution Prevention Plan dated October
15, 2013 and;
• A Site Plan Application.
Your office has requested that we limit our review to the design of stormwater management and
erosion and sediment control items as it relates to compliance to local, state or relevant codes and
regulations.
Stormwater Management Comments
1. The proposed development disturbs approximately 5.95 acres of land. Therefore, this project
requires the preparation of a Stormwater Pollution Prevention Plan (SWPPP) that includes post-
construction stormwater management practices, in accordance with the General Permit GP-0-
10-001. Additionally, Section 179-6-080 of the Town Code states that stormwater drainage plans
shall analyze the impacts of a commercial project using a 50-year return interval storm.The

Applicant has provided a Stormwater Management Report with HydroCAD runoff calculations
which analyzed the 50-year storm, as required.
2. The applicant has submitted letters from the Office of Parks, Recreation and Historic
Preservation as well as the Department of Environmental Conservation Bureau of Wildlife
indicating the subject area for previous proposed parcels to be modified have been cleared, lots
12 and 13. The new proposal has excluded lot 12 and has added lot 17.2, the applicant is
required to clarify whether lot 17.2 is cleared as well.
3. Within the Stormwater Management Report the summary table for Water Quality Volumes
indicates a discrepancy for area 1S. Please confirm values used to calculate the Water Quality
Volume for areas 1S and 3S. The required volume stated in the table for 1S is 11,220 CF, the
volume indicated as provided is 8,040 CF. From other portions of the table, the HydroCAD
model and the note under the table it appears "8,040" is a typo.
4. Detention or infiltration device 3AP is called out on the plans but not addressed in the model.
The applicant shall remove from drawing or clarify.
5. The existing and proposed subcatchment maps shall be revised to depict the time of
concentration flow paths for each subcatchment and design points. The design points shall be
consistent and comparable between existing and proposed conditions.
6. The applicant has indicated delineations of drainage areas that extend beyond the detailed
survey. However, the plans submitted do not substantiate these delineations with USGS topo
graphic information, field delineation information or additional survey information. In addition
it is difficult to confirm delineations within the site due to the thickness of the delineation line,
and the lack of labels on existing contours. The delineation maps should be printed to scale; no
scale is indicated currently. We request the applicant provide supplemental information to
justify delineations and resubmit the maps addressing these comments.
7. The infiltration basin in the proposed HydroCAD model, Pond 1 AP, has only taken account for
the storage volume of gravel void space, and no additional volume for the 2 - 125 foot long 12"
pipes shown in the detail. This would estimate the volume of storage conservatively low.
Additionally an outlet of dimensions 4' x 4' with an invert of 376.0 is indicated as the primary
outflow. No storm reaches this elevation according to the model; however, no detail on the
plan indicates an overflow at this level. The applicant should clarify or correct.
8. Section 6.3.1 of the NYSSMDM states that geotechnical testing must be performed within the
limits of each infiltration facility to determine the infiltration rate as well as confirm adequate
separate distance from seasonally high groundwater (minimum 3-feet). The applicant has
provided only a single test pit test in the vicinity of the subsurface infiltration systems.
However, no infiltration testing was provided in support of the infiltration system with the
nearest one on site being more than 600 feet away. We have noted that the infiltration testing
performed to date yielded very high infiltration rates; as such we do not take exception to the
applicant conducting infiltration testing at commencement of construction. The applicant shall
advance testing as required by the NYSSMDM to verify the assumed infiltration rate of 90 inches

per hour. The Applicant shall notify the Town prior to advancing the soil testing, such that the
Town can witness the testing, if they so choose
9. Section 6.3.6 of the NYSSWDM requires that an observation well be installed in every infiltration
trench.The Applicant shall revise the plans& details for conformance.
10. Section 147-11.1.2(c) of the Queensbury Town Code states that infiltration devices should be
located down gradient of and separated from subsurface wastewater absorption fields by a
minimum of 20-feet. In addition,the NYSSMDM states that infiltration trenches shall be setback
25-feet down gradient from septic systems. No wastewater absorption fields have been shown
on the drawings for the existing or proposed buildings. The applicant shall submit the location
of or confirm the absence of wastewater absorption fields proposed for the site.
11. A legally binding and enforceable maintenance agreement shall be executed between the
facility owner and the Town ensuring that proper maintenance measures will be implemented
for all proposed stormwater management practices. A draft of this agreement shall be provided
to the Town for review and shall be included in the SWPPP.
Erosion and Sediment Control Comments
12. The Applicant shall use a stabilized construction entrance at the entrance to the site during
construction. The stabilized construction entrance shall be installed in accordance with the New
York State Standards and Specifications for Erosion and Sediment Control, and shall be shown on
the plans for spatial location and a typical detail shall be provided.
13. Part III.B.h of the General Permit requires that the SWPPP contain the dimensions, material
specifications, installation details and operation and maintenance requirements for all erosion
and sediment control practices. Additional details for rock check dams, inlet protection, and
restoration/seeding of the vegetated pretreatment areas should be provided, including
dimensions and design criterion.
14. It is recommended that the applicant depict areas of erosion control blanket by hatch pattern
on the plans where necessary according to the blue book.
15. Provide calculations for sediment basins as required per the New York Standards and
Specifications for Erosion and Sedimentation Control Manual. If the basins are intended to be
traps rather than sedimentation basin the nomenclature should be revised on the plans.
16. The draft N01 checklist found on page 7 of 14, should include stabilized construction entrances,
storm drain inlet protection, and rock check dams as shown on the plans.
17. Edit Note 10 of the Erosion &Sedimentation Control Notes. "Any area of revegetation must
exhibit a survival of a minimum of 80% of the Vegetation throughout the year following
revegetation per the General Permit."

individual SPDES permit issued for the project.
10) Final approved plans, in compliance with the Site Plan, must be submitted to the Community Development
Department before any further review by the Zoning Administrator or Building and Codes personnel.
11) The applicant must meet with Staff after approval and prior to issuance of Building Permit and/or the
beginning of any site work.
12) Subsequent issuance of further permits, including building permits is dependent on compliance with this and
all other conditions of this resolution
13) As-built plans to certify that the site plan is developed according to the approved plans to be provided prior
to issuance of the certificate of occupancy.
