PROJECT DESCRIPTION: Applicant proposes construction of a 5,000 sq. ft. pre-engineered building for vehicle & equipment storage associated with A-1 Treeworks. In addition the rear of the building would be used to stage firewood and wood chips for sale & cutting logs to length. Additional vehicle storage would be provided on the west side of the building. An 8 foot fence to be located on a portion of the east side of the property. The project also includes the existing single family home residence with a garage to be maintained as a residential use. The new building will be utilized for storage of existing vehicles and equipment used for tree service. The building is designed with garage doors with access on the North and South end. The building will only be used for vehicles and equipment storage no new water supply or wastewater system is to be installed. The site disturbance includes vegetation removal, grading and installation of 20,112 sq. ft. of new gravel surface, enhancement of a buffer area along the property line of properties on Minnesota Avenue. A 300 ft. fence would be installed and is to be placed within 2-4 ft. of the property line at 8 ft. in height. Along with the fencing is a 20 ft. vegetative buffer area where the buffer is adjustable width and density authorized by the planning board dependent on the situation. The plans show the buffer area to contain existing vegetation and replanted vegetation from the site. The buffer area is also protected from encroachment with a log barrier between the buffer and driveway. The site will also be used for storage of tree service materials such as wood chips and logs; this includes the processing of firewood. The applicant is working with the Fire Marshall in regards to the road bearing weight, drive lane width, and curb width. The project is currently being reviewed by Chazen for stormwater and erosion control. The project is also currently in review for being located within and or near the buffer area for threatened and endangered species and sites of historic significance. SUMMARY The applicant has completed a site plan application for the construction of a 5,000 sq. ft. structure that will provide storage for the A-1Tree Service Vehicles and equipment. The project also includes the development of the site for outside storage of vehicles, equipment, tree service materials —including woodchips and logs. The current site has an existing house and garage that is to remain and be used as is. Site development includes installation of 20,112 sq. ft. of gravel surface, placement of a 300 ft. fence, replanting trees and vegetation in a 20 ft. buffer, placement of a log barrier between the drive aisle and fence for buffer protection, and installation of stormwater and erosion control for the project construction. The board may consider the buffer request for 20 ft. width with a 300 ft. fence between the adjacent uses for industrial and residential. The board may also request clarification of firewood service processing that may occur on site to minimize impacts on adjacent residential use. No:Site Plan 65-2013 Dear Mr. Brown: The Chazen Companies (Chazen) has received a submission package from your office for the above project. The Applicant intends to construct a storage yard which includes a pre-engineered storage building and an expanded gravel parking area on a parcel totaling 3.49 acres. Submitted information includes the following: • "Equipment Storage Barn" site plan set, by Jarrett Engineers, PLLC, dated November 11th, 2013; • "Stormwater Management Report", by Jarrett Engineers, PLLC, dated November 2013; • Site Plan Review Application, undated; and, • Property deed. Your office has requested that we limit our review to the design of stormwater management and erosion and sediment control items as it relates to compliance to local, state or relevant codes and regulations. Based upon our review of the information provided, Chazen offers the following comments for the Town's consideration: Stormwater Management& Erosion and Sediment Control: 1. The proposed site improvements disturb approximately 0.99 acres (43,410 square-feet) of land and will not be subject to NYSDEC Phase II Stormwater Regulations. 2. The Applicant proposes 43,410 square-feet of disturbance for this project. It should be noted that construction activities which disturb 43,560 square-feet (1 acre) or more require the preparation of a SWPPP and will need coverage under GP-0-10-001. In order to ensure that this disturbance area is not exceeded it is recommended that the Applicant place orange construction fencing along the disturbance limits shown on the site plan during construction. We recommend that the Town make careful note of the disturbance limits during any site inspections to ensure they are not exceeded. Additionally, language should be added to the body of the SWPPP which explicitly indicates that disturbance shall not exceed that shown on the plans. 3. It is unclear if all areas affected by the installation of erosion and sediment controls have been included in the total disturbance calculations. Specifically, the silt fencing which is outside of the delineated area of disturbance. Applicant to clarify. 4. The watershed boundary shown for pre- and post-development conditions has been limited to the property boundary and does not include off site areas which are tributary to the site. The Applicant shall revise the subcatchment maps and stormwater model so that all areas which are tributary to the site have been included. USGS contour information may be used for off-site areas where other topographical information is not available. 5. The applicant has not provided the modeling parameters for the proposed stormwater controls in the HydroCAD analysis, only hydrographs have been supplied. The Applicant shall provide the modeling parameters for the stormwater controls including but not limited to feature invert information, infiltration rates, and dimensions. Additional information regarding drainage area, and in-and out-flow rates and volumes should be provided as part of the analysis. 6. A "pretreatment swale" is proposed for pretreatment of flows which are directed to the infiltration basin. However, it is unclear how this swale will be maintained with regards to sediment accumulation within the swale. The Applicant shall provide clarification regarding the maintenance procedures for the proposed pretreatment swale and infiltration basin. 7. It appears that the proposed infiltration basin does not include emergency overflow provisions. Applicant to clarify. 8. The Stormwater Design Information sheet provided in the Stormwater Management Report indicates that an infiltration rate of 120 inches per hour was used to model the infiltration rate for the proposed basin. It is noted that this rate is based on the percolation test performed closest to the proposed basin the; however, it is suggested that the Applicant uses a factor of safety to ensure that the control will function as intended in the future.
