I DO THINK THAT WE NEED SEWERS BUT THERE ARE OTHER WAYS OF GOING ABOUT IT. . . MR. PETER TARANA- THE. RAGING CONTROVERSY OVER QUEENSBURY 'S PARTICIPATION IN THE WARREN COUNTY SEWER SYSTEM IS UNFORTUNATE AND MAY ULTIMATELY BE CONTRA-PRODUCTIVE TO BOTH PROPONENTS AND OPPONENTS . THERE ARE MAJOR DISAGREEMENTS BETWEEN THE TWO GROUPS OF CAPABLE , HONEST PEOPLE. HOWEVER THERE ARE ALSO MAJOR AREAS OF AGREEMENT AND CONCERN INCLUDING : i . THE NEED FOR SEWAGE TREATMENT FOR THE SOUTHERN LAKE GEORGE BASIN. 2 . THE NEED FOR SEWAGE TREATMENT IN AREAS OF THE TOWN OF QUEENSBURY. 3. THE NEED FOR A SECONDARY TREATMENT FACILITY IN THE CITY OF GLENS FALLS. 4. THE NEED TO HELP HERCULES , INC. DISPOSE OF THEIR SEWAGE AND INDUSTRIAL EFFLUENT. . 5. THE POLARIZATION OF PUBLIC OPINION INCLUDING : A. PLANS TO TEMPORARILY SELL SMALL PARCELS OF PROPERTY WITHIN THE QUEENSBURY DISTRICT TO OPPONENTS OF THE QUEENSBURY REFERENDUM WHO FEEL THEY HAVE BEEN DENIED A VOTE. B. PLANS TO INITIATE LEGAL ACTION IF THE QUEENSBURY REFERENDUM PASSES- DELAYING AND PERHAPS HOPELESSLY ENTANGLING THE TOWN AND COUNTY SYSTEMS IN THE COURTS. 6. THE CURRENT ECONOMIC CLIMATE OF ANXIETY THAT MIGHT LEAD TO THE REJECTION OF ANY SEWER PROPOSAL - WITHOUT A UNIFIED EFFORT SUPPORTING A PROPOSAL. 7. THE POSSIBILITY THAT IF THE QUEENSBURY REFERENDUM IS REJECTED, THE COUNTY SYSTEM WILL BE BUILT ANYWAY - LEAVING QUEENSBURY WITHOUT SEWERS. 8. THE POSSIBILITY THAT IF THE QUEENSBURY REFERENDUM IS REJECTED NEITHER LAKE GEORGE NOR QUEENSBURY MAY GET NEEDED SEWAGE TREATMENT FACILITIES. I URGE YOU TO POSTPHONE THE REFERENDUM INDEFINATELY UNTIL NECESSARY MAJOR STUDIES ARE DONE , THAT IS FOR THE LAKE GEORGE BASIN. SO IT WILL BE CLEAR WHAT IS THE MOST ENVIRONMENTALLY EFFECTIVE AND COST EFFECTIVE SYSTEM. . . SO THAT WE HAVE TIME TO CLARIFY THE ISSUES , THE VOTING ISSUE , WHETHER OR NOT GLEN LAKE %CULD BE INCLUDED. . . JOE DAIRE- SO. QSBY. STATED THAT HE FELT THAT A LOT OF PEOPLE IN SO. QSBY. IT IS NOT BEING PRESENTED TO THE TOWN AS A MATTER OF INFORMATION IT IS BEING PRESENTED TO THE TOWN AS AN ADVOCACY. . . MR. SCHULTZ-FROM THE TAXPAYERS ASSOCIATION-THIS ASSOCIATION WISHES TO THANK YOU FOR MAKING THE DETAILED ARRANGEMENTS FOR YESTERDAYS SEMINAR FOR THE PROPOSED SEWER PROGRAM. WHILE WE FEEL-THAT ALL: OUR CONCERNS WERE NOT ADDRESSED COMPLETELY TO OUR SATISFACTION , WE DO RECOGNIZE THAT MANY WERE] AND THEREFORE WE FEEL THAT INI.SPITE OF THE MAGNITUDE OF THE PROPOSED SEWER PROGRAM AND COMPLICITY , AND THE NEED TO ASSIMILATE MUCH DETAILED INFORMATION.F THE MEETING WAS INFORMATIVE AND QUITE CONSTRUCTIVE. THE ISSUES AS WE DEFINE THEM AND ARE AS YET UNANSWERED LETTER TO NORMAN BARNES OF JULY 5TH OF 1979 AND SUBSEQUENT DISCUSSIONS WITH TOWN AND COUNTY REPRESENTATIVES AND ALL INFORMATION RECEIVED TO DATE HAVE BROUGHT US TO THE POINT WHERE WE HAVE SOME CONCLUSIONS AND SOME OBSERVATIONS , THESE ARE AS FOLLOWS : THE OBSERVATIONS 1 . NEITHER THE COUNTY , TOWN OR ANY OF ITS CONSULTANTS HAVE YET PREFORMED THE TYPE OF COMPREHENSIVE SCIENTIFIC LONG TERM CONCLUSIVE ANALYSIS OF THE SOURCE TYPE AND QUANTITY OF THE CHEMICAL AND BIOLOGICAL POLLUTANTS WE BELIEVE NECESSARY FOR LAKE GEORGE AND OR GLEN LAKE. 2. THERE HAVE BEEN NO OBJECTIONS TO THE IDEA THAT THE BACTERIOLOGICAL POLLUTION OF LAKE GEORGE CAN BE JUST AS EFFECTIVELY MANAGED WITH IN-BASIN TREATMENT APPROACHES AS IT CAN WITTHOUT OF BASIN APPROACHES. 3. THERE IS NO EVIDENCE BUT THAT ONE THATnALL THE SOURCES OF POLLUTION OF LAKE GEORGE AND GLEN LAKE THE ONES THE TOWN AND COUNTY HAVE ANY ABILITY TO CONTROL ARE URBAN RUN OFF AND SEPTIC EFFLUENT SEEPAGE AND LEAKS:`' FROM SEWERED AREAS. THE PROPOSED COUNTY SEWER PROGRAM ONLY ADDRESSES SEPTIC SEEPAGE AND SEWAGE LEAK' AND THAT IT IS POSSIBLE IF NOT PROBABLE GIVEN THE KNOWN RELATIONSHIP BETWEEN URBAN RUNOFF AND SEPTIC SEEPAGE THAT ONE UNFORTUNATE CONSEQUENCE OF THE COUNTY SEWER PROGRAM WILL BE EVEN MORE POLLUTION OF LAKE GEORGE AND GLEN LAKE THEN WE NOW HAVE. 4 . THERE APPEARS TO BE AT LEAST ONE COUNTY WIDE ALTERNATIVE TO THE PROPOSED COUNTY WIDE SYSTEM WHICH HOLDS THE PROMISE OF PROVIDING AS MUCH IF NOT MORE , ENVIRONMENTAL AND HEALTH PROTECTION AT SUBSTANTIALLY REDUCED COSTS AND THAT THIS HAS NOT BEEN COSTED. THIS ALTERNATIVE WOULD BE COMPRISED OF THE FOLLOWING A. UPGRADED AND EXPANDED SEWAGE TREATMENT PLANTS IN AREAS -- ALREADY SEWERED B. SMALL SCALE CLUSTER TREATMENT SYSTEMS IN AS YET UNSEWERED AREAS WITH ACUTE PROBLEMS , SUCH AS THE ASSEMBLY POINT AREA , THE CLEVERDALE ROCKHUt T AND PILOT KNOB AREAS AND THE GLEN LAKE AREA. C. UPGRADED AND IMPROVED MANAGEMENT OF EXISTING PACKAGE TREATMENT PLANTS SUCH AS THOSE AT QSBY. PLAZA , REGENCY PK. APTS . , ACC AND ELSEWHERE. AND THE UPGRADED AND IMPROVED AND SYSTEMATIC MANAGEMENT OF INDIVIDUAL SEPTIC TANKS SYSTEMS 5. THE REASON GIVEN BY COUNTY AND TOWN OFFICIALS FOR NOT COSTING THIS ALTERNATIVE IS THE, QUOTE, LAKE GEORGE LAWjUNQUOTEIYET NEITHER THE COUNTY NOR THE TOWN CAN POINT TO A SOURCE DOCUMENT WHICH WOULD PROVIDE THE PUBLIC WITH THE COMPREHENSIVE JUSTIFICATION FOR THE H 47 LAKE GEORGE LAW AND ITS 1979 AMENDMENT REQUIRING THE OUT OF BASIN DISCHARGE. BASED ON THE ABOVE WE BELIEVE THAT THE PROPOSED COUNTY PROGRAM IS THE WRONG WAY TO GO AND THAT THE TAXPAYERS ASSOCIATION SHOULD NOT SUPPORT THE COUNTY PLAN QR THOSE PUBLIC OFFICIALS WHO CONTINUE TO DEMONSTRATE SUPPORT FOR THIS PROGRAM. THIS ASSOCIATION SHOULD BRING ALL LEGAL AND APPROPRIATE PRES$10,RES TO BEAR TO ASSURE EITHER ABANDONMENT OF THE PROGRAM OR DEFERMENT 56 OF THE REFERENDUM. IN ADDITION WE FEEL THAT THE ASSOCIATION SHOULD FUND IN PART OR IN TOTAL THE COST ANALYSIS OF THAT ALTERNATIVE OUTLINED ABOVE. I HAVE TRIED TO UNDERSTAND WHY WE COULD NOT AS OTHERS HAVE SUGGESTED DEFER UNTIL SOME OF THESE QUESTIONS ARE ANSWERED , IT SEEMS TO BE THE HERCULES SITUATION THE PRESSURE THEY ARE UNDER THE THREAT OF FINE. I WOUDERED.:' IF YOU MIGHT NOT CONSIDER REFINING YOUR RESOLUTION TO ADD THAT SOME PERSON OR BODY OR GROUP WOULD SEEK AN IMMEDIATE MEETING WITH EPA TO SEE IF WE COULD NOT GET THEM TO RELAX SOMEWHAT ON THE HERCULES SITUATION BECAUSE OF fiHEIR GOOD FAITH AND BECAUSE OF THE THREAT OF REJECTION OF THE REFERENDUM AND BECAUSE OF SOME OF THE UNANSWERED QUESTIONS. THEN MAKE YOUR PROPOSED RESOLUTION CONTINGENT UPON THE RESULTS OF THAT MEETING. SO IF IN FACT THAT IS THE CRITICAL ISSUE , HERCULES , THAT IS !� THE ONLY THING HOLDING YOU UP FROM DEFERRING THE REFERENDUM OR DEFERRING YOUR RESOLUTION THEN THEY WOULD BE WILLING TO RELAX SOMEWHAT ---� TO GIVE YOU ADDITIONAL TIME. THE PLANNING BOARD OF QSBY. HAS GONE ON RECORD AS AGAINST THE COUNTY PROJECT AND THEY HAVE ASKED THAT WE DELAY THE REFERENDUM , MUCH AS THE GENTLEMEN IN THE AUDIENCE HAVE BROUGHT FORTH THE SAME KIND OF ARGUMENTS. THE FACT THAT QUESTIONS HAVE BEEN RAISED)THEY HAVE NOT BEEN ANSWERED AND BEFORE WE GO AHEAD AND GO TO REFERENDUM THAT THEY PROBABLY SHOULD BE ANSWERED. AT THIS TIME IN THE TOWN OF QUEENSBURY BY THE PHONE CALLS THAT I HAVE BEEN RECEIVING FROM PEOPLE WHO ARE IN THE DIST. , I HAVE CERTAINLY HAD PLENTY FROM PEOPLE WHO ARE NOT IN THE QSBY , DIST. WHO THOUGHT THAT THEY WERE GOING TO BE ABLE TO VOTE AND WILL OF COURSE NOT BE ABLE TO , BUT I AM TALKING ABOUT THE PEOPLE NOW .-SOME' PEOPLE WHO LIVE ALONG THE LAKEIPSOME PEOPLE WHO LIVE IN BROAD ACRES AREA AND I HAD CALLS FROM SOUTH QSBY . DIST., I WAS TOLD THAT WARRENSBURG DOES NOT HAVE ANY ENGINEER YET, AND LAKE GEORGE HAS SOME PRELIMINARY STUDIES BUT THEY HAVE NO NEED SURVEYS OR ANYTHING A LITTLE MORE INTRICATE. BOLTON LANDING HAS JUST RECENTLY RETAINED ENGINEERS AND THEY HAVE NO STUDYS AS OF THIS TIME THE VILLAGE IS SEWERED, GLENS FALLS IS SEWERED AND QSBY. HAS DONE A GREAT DEAL OF WORK. WHAT HAPPENS IF THE SITUATIONS CHANGE AS FAR AS QSBY. IS CONCERNED OVER THE NEXT YEAR OR TWO WHEN IT TAKES THESE PEOPLE TO GET THEMSELVES TOGETHER, AND OF COURSE THERE IS NO NEED FOR A REFERENDUM BUT I GUARANTEE THAT IN MOST PLACES WITH EXPENDITURES LIKE THIS IN THIS DAY AND AGE THEY ARE GOING TO GET PEOPLE THAT ARE OUT WITH PETITIONS AND WANT TO GO TO REFERENDUM TO HAVE A VOTE. PLANNING BOARD WHO HAVE ALSO DONE THE SAME THING. COUNCILMAN EISENHART-MY OWN BACKGROUND HAS BEEN SUCH THAT I WOULD AVOID AT CONSIDERABLE CAPITAL COSTS ANYTHING THAT LED TO MULTIPLE PLANTS . WHEN WE GOT STUCK AT THE COLLEGE BECAUSE WE HAD PLANNED TO HAVE , AND IN FACT STARTED CONSTRUCTION ON A SEPTIC SYSTEM IN THE COLLEGE, WE HIT CLAY AND THEY SAID WE HAD TO COST THE TAXPAYERS SIXTY THOUSAND DOLLARS JUST BECAUSE WE FOUND A LITTLE CLAY, AND THE EXPENSE OF RUNNING THE ENGINEERS YOU HAVE TO HIRE AND THE EXPENSE OF OPERATING A PLANT IS FAIRLY HORRENDOUS , AND I FEEL THAT IN THE LONG RUN THERE IS NO SAVING OF ANY SORT IN GOING INTO MULTIPLE PLANTS. THE ONLY THING TO DO IS TO HAVE ONE PLANT WHICH CAN BE OPERATED BY A STAFF PROBABLY LARGER THAN THE INDIVIDUAL ONES BUT WOULD BE EXTREMELY LESS COSTLY THAN MULTIPLE PLANTS. I DO FEEL THAT THE PEOPLE OF THE TOWN OF QUEENSBURY , THOSE THAT ARE IN THE PROPOSED DISTRICT, HAVE THE RIGHT TO MAKE THEIR WISHES KNOWN NOW, IF IT GOES DOWN� IT GOES DOWN THEN WE HAVE TO PICK UP OUR PIECES AND START IN AGAIN. IF IT GOES THROUGH THEN WE HAVE SOMETHING TO GO ON.
