Salute to the Flag led by Councilman Walter PUBLIC HEARING-COMMUNITY DEVELOPMENT-NOTICE SHOWN HEARING OPENED Y:43 P.M. (Second Hearing) Patricia Tatich- reviewed the single purpose grant program. . .program to provide increased or better housing opportunities for low or moderate income individuals and provide economic benefits within the community. . . target area-West Glens Falls (map shown) area chosen due to low income figures shown on census. . .in the proposed area 747. meet Hud requirements , low or moderate income 6500 to 7500 range. . . in addition to housing rehkbilation the Town intends to install a water main on Upper Sherman Avenue area to intersection of Dawn Drive with laterals along Leo, Howard, Wintergreen, Arbutus, Lupine. . .Dollar limits listed: ceiling limit on grant 500,000 dollars 360,000 dollars into housing reb4bilation, 110,000 dollars into water mains and laterals 30,000 dollars into adminis- tration. . .The Application must be in by February 5th. . .60 days for review if it rates high enough the . Town will be requested to place a full app- lication. . .in detail. . .if approved the monies should be received to --' be expended sometime in Spptember or October. . .noted that the Town .also would attempt by matching funds or interest type loan place some monies into John Burke Apts,needed improvements. . . Mr. Turnbull- €=uaated why the people are not present at this hearing to represent themselves in regard to the proposed grant. . . Mr. Glenn Greeno- I think people appreciate something they get a-lot more if they do it themselves. . .time afhtr time government influence in the housing area has only led to poor showing of pawformance, not much gets accomplished, except spending a lot of money. . . Mr. Donald Clements- Has there been any survey made, in the area in ques- tion,' what tEhet housing was or whether they wanted to be rehebilated? Pat Tatich-The Town Board did this due to the interest shown in other areas. . . Mr. Glen Greeno-I think that the people in these areas would appreciate more, lower taxes and a relaxation in the restriction of housing. . . allow mobile homes. . . Supervisor Brandt- . . .Federal taxes that people have already paid .for . the question is whether we want to apply to bring some ,of that money, i under the rules and regulations established by the Federal Government to our community? Mr. Arthur Turnbull- against all handouts unless it benefits the entire population. . .felt that the area of John Burke and W.G. F. most crimes committed. . .sppke on the low housing in Glens Falls , Henry Hudson. . . Supervisor Brandt- we are not proposing to build any low income housing. . purely rehibilation of existing housing. . .noted that John Burke is being converted to Housing for the Elderly. . . The reofibilation of the houses can be done as 1. a loan . .subsidized loan less interest rate then the7, will pay from a bank 2. possibility of cleaning up hhe quit- clein deeds in the W.G. F. Area. . .this will allow the residents to then go before the banks and apply for loans. . . 216 Mr. Donald Clements- how many people have come to you and asked for this type of loan? Supervisor Brandt- a very few people. -. this hearing is to inform the residents of the rules and regulations of such a program. . . Mr. Donald Clements- what happens if the Town takes on this committment and the funds stop? Supervisor Brandt- the program would stop. . . Mr. Donald Clements- spoke on the Federal Deficit SpendIng. . .you have asked for millions of dollars and nobody has asked for it, maybe you in the Town know what people need but why don' t you let people come y to you and ask for it instead of promoting it. . . Supervisor Brandt- This is the first HUD Grant we have ever applied for , noted that even though we did not bring back some of the Federal Funds bai-k to the community it did not reduce the Federal deficit last year, it is not within out power to dictate to the Federal what it is going to do it is only within our power to apply for the citizens fair share of the Federal tax dollars back to their community as defined by the rules and regulation made by Congress and the Federal Government. . .I am just as much against the deficit spending of the Federal Government as you are but I do not run the Federal Government. . .if we do not go after Federal Dollars to do programs here it still gets spent. . .reviewed the drainage grant for W.G.F. a productive project.. . Mr. Donald Clements-. . .it is aboug time that the people that want the rehibilation pay for it themselves. . . Mrs. Frances Walter-Councilman- reviewed the Town Finances. . .noting that there is no Town tax. . .the town is run on sales tax monies. . . spoke on the appropriation of monies for projects. . .felt we might as well take some of the monies out and do some good for the community, why leave it there. . . Mr. Donald Clements- Do you have any power to ask the State and Federal - Government to stop, . . . (Federal Grants etc.) i Mrs. Frances Walter-Councilman- as a board we probably could do that, I wonder how far we could get. . . Supervisor Brandt- I think local governmentsdo a good job of delivering services and probably are scrutnized closer than any government and-get direct input . from its citizens, and I think are the least abusive of any other form of government going. . . Councilman Olson- reviewed the cut backs in the Town—noted the use of CETA Employees Mr. Clements- questioned if he would be paying higher interest rates at the bank due to lesser interest tates being paid by the individuals who are on the grant program? Supervisor Brandt- no. . .The Federal Tax monies will be paying the difference between the Bank Loan and what 'they borrow at. . . Councilman Olson- checking with the City, a large majority of the loans go to the elderly and people who are working but have large families. . . Mr. Clements- noted that from information from the Social Service Dept. many of the families have been in substandard housing for generations . . . j Mr. Turnbull- if you want to subsidize, do the whole town. . . Supervisor Brandt- noted that we can not do this under the rules and regulations of HUD. . . Councilman Robertson- spoke on the apathy of the residents. . .noted that he would vote on what he felt was best for the Town . . . I will lobby in Washington to stop programs, but as long as they exist I think that I am doing the taxpayers a gdi&.service if I do not try and get some of their money. . . Mr. Clements- why does the Town of Queensbury have to compete to receive a grant? Pat Tatich- reviewed the program noting that there are only so many dollars available, Hud set up this system of dispursing the funds. . . . . .competitive system. . . .need of the community. . . Mr. Glen Greeno- noted that this program was socialism. . . Supervisor Brandt- asked if there was any further input. . .hearing none the Hearing was closed. . .8:44 P.M. Duly adopted by the following vote: Ayes : Mr. Olson, Mrs. Walter, Mr. Robertson, Mr. Brandt Noes : None Absent: Dr. Eisenhart RESOLUTION AUTHORIZING THE SUBMISSION OF A PRE=APPLICATION FOR A NON- METROPOLITAN SINGLE PURPOSE GRANT UNDER THE SMALL CITIES PROGRAM R FR T.TTTTM Nn S2 Introduced by Mr. Hammond Robertson who moved for its adoption, seconded by Mr. Michel Brandt: WHEREAS, the Housing and Community Development Act of 1977 provides for a program of Community Development Block Grants, and WHEREAS, the Town of Queensbury, New York has peepared a pre-application for Federal Assistance in accordance with the requirements contained to Title 24 CFR, Part 570, Subpart F of the Federal Regulations , and ( WHEREAS, the Town of Queensbury, New York, has , pursuant to the Housing and Community Development act of 1977, afforded the citizens an opportunity to -- participate in the development of the program and held hearings which were open to the public, and WHEREAS, said public hearings were for the purpose of considering and obtaining views of citizens on Community Development and Housing needs, and for the purpose of providing the citizens with an opportunity to participate in the development of the application, and WHEREAS, the pre-application for said grant conforms to the application requirements contained in Title 24 CFR, Part 570, Subpart F of the Federal Regulations , and WHEREAS , said pre-application required certain certifications to be submitted along with and as part of said application, and NOW, THEREFORE, BE IT RESOLVED, by the Town Board of the Town of Queensbury, New York, that the Supervisor be, and he hereby is, authorized and directed to submit a pre-application, including all understanding; and assurance contained therein, to the fullest extent of funding allowed and determined by the Department of Housing and Urban Development to the Department of Housing and Urban Development, under the Housing and Community Development Act of 1977. Pat Tatich- you have an 18 month period to use the monies. . .Pat Tatich- I forsee that you will have more application than monies to spend. . . 218 RESOLUTION TO IMPLEMENT RECREATION PROGRAM REGISTRATION AND REFUND POLICIES RESOLUTION NO. 53 Introduced by Mr. Michel Brandt who moved for its adoption, seconded by Mr. Daniel Olson: WHEREAS, the Recreation Department of the Town of Queensbury now offers Recreation Programs for the residents of the Town of Queensbury and WHEREAS, Harold R. Hansen, Recreation Director has prepared a report "Program Registration & Refund Policy", dated 11-16-78 outlining the need for such guidelines and WHEREAS, the Recreation Commission of the Town of Queensbury has read the above mentioned report and has approved the Recommendations con- tained therein, therefore be it RESOLVED, that the Town Board authorize the Recreation Director to Implement the program Registration and Refund Policies as recommended in the report. Mr. Turnbull- noted that he felt the men ran the machines with blades up to accumulate overtime Supervisor Brandt- questioned the use of two men in a pickup truck on the roads at night and on weekends. .one personzcould drive a pickup truck adequately. . . 220 Mr. Kilmartin- what do you do if somebody does not pay their water rent? Councilman Robertson- If they are over 90 day the water is turned off. . . Mr. Kilmartin- I made application a year ago and made a deposit . . .no water yet. . .noted that an individual on Walkup Road received water before he did. . .noted paying water tax for seven years. . . Supervisor Brandt-spoke on the Water deficit. . .what we have to do is make the best use of that money to serve as many people as possible for the dollar investment, in time we have to serve every single person in that district. . . I will work hard to get you service as I will everyone else in the district. . . Supervisor Brandt moved for an executive session to discuss highway- payroll, seconded by Councilman Olson. . . the entire board agreed. . . On notion the meeting was adjourned.
